Dear City Commission: Please consider an Interim Zoning Ordinance (IZO) that would pause all exterior construction work that is adding more than 20% of square footage and any exterior demolition requestsproposed within the NCOD until completion of the NCOD design guidelines update. An IZO is useful to prevent new development that could be in conflict with the intent and provisions of a zoning proposal being considered now: an update to the NCOD. The intent ofthe NCOD is to protect and enhance neighborhoods and ensure that new construction contributes to the character and function of the existing neighborhood. The NCOD for many years was largely working as intended, thus successfully promotinghealth, safety, and welfare. However, due to recent disagreements on what is compulsory in the NCOD guidelines, we are currently undergoing a city-wide discussion to overhaul theNCOD. Adopting the IZO will give us the time we need to work through that update. Please consider adopting an IZO to minimize conflicts with the intent of the NCOD.
