Sunday, May 10, 2026, 4:45 p.m. Dear Bozeman City Commission: I am writing to ask the Commission to immediately adopt an Interim Zoning Ordinance(IZO) within the City's Neighborhood Conservation Overlay District (NCOD). Such an IZO would (1) pause all exterior construction work that is adding more than 20% of squarefootage, (2) pause any exterior demolition requests proposed within the NCOD, and (3) remain in effect until completion of the NCOD design guidelines/standards update. An IZO is useful to prevent new development that could be in conflict with the intent andprovisions of a zoning proposal being considered now, which of course is the update to the NCOD. The intent of the NCOD is to protect and enhance neighborhoods and ensure thatnew construction contributes to the character and function of the existing neighborhood. For many years, the NCOD was largely working as intended; hence, it was successfully promoting public health, public safety, and the general welfare. However, because of recentdisagreements on what language is compulsory in the NCOD guidelines, Bozeman residents are currently undergoing a city-wide discussion to overhaul the NCOD. Adoptingthe IZO will give us residents the time we need to work through that update. Please consider adopting an IZO now to minimize conflicts with the intent of the NCOD.
