This is a Special Use Permit application for a small dog grooming operation in a new detached alley loaded Garage/ADU
structure to be finished in late April at 433 North Black Avenue.

2. A project narrative . . .
Operation will be conducted by resident occupant (Lisa Pertzborn), who has been in business for 28 years, but wish-
es to downsize, reduce working hours and work from home. The net area of the business is 180 SF.
Customers make advance appointments and proceed to drop off small or medium dogs for bathing & grooming.
They return at a specified arranged times for pick up. Dogs are in crates unless they are actively being bathed or
groomed. Normal operating hours are estimated to be 8am-3pm; 4-5 days per week.
The Garage ADU project started in October of 2025 and is anticipated to be completed in late April of 2026. We are
hoping to start the home based business shortly after completion (Tuesday May 5th).
• The gross area of the business is 200 SF (13% of Garage/ADU)
• No internal or external alterations, electrical or mechanical equipment will change the fire rating beyond resi-
dential use.
• There will be no increase in utilities that will exceed the average for residences in the neighborhood.
• There will be no outside storage.
• No noise, dust, vibration, smell, smoke, glare, electrical interference, fire hazard or any other hazard or nuisance
to any greater or more frequent extent than that allowed by the chapter of the code.
• The lot has a signal house & Garage/ADU.
• A business license will be obtained prior to operation.
• A small biz identification sign is planned and will be permitted separately.
3. How the site for the proposed use is adequate in size and topography to accommodate such use.
The 60’X140’ (8,400 SF) property is zoned R-B, with an existing paved 15’ R.O.W. Alley. The site is generally flat and
suitable for a small home based business. Total Lot Coverage with new garage/ADU is 23.8%.
Rear Lot Coverage (garage/ADU) is 17.5%.
Minimum usable open space for residence is considerably exceeded with the rear yard.

4. How the proposed use will have no material adverse effects upon the abutting properties.
The proposed home based business is small, interior and is being placed in a new building that was designed to allow
for this use. The use has been discussed with the adjacent neighbors.
5. That any additional conditions stated in the approval are deemed necessary to protect the public health, safety and
