Dear Members of the Selection Committee:
SAFEbuilt, LLC (SAFEbuilt) is pleased to submit this Statement of Qualifications
(SOQ) in response to the City of Bozeman’s Request for Qualifications (RFQ) for
Building Plan Review On-Call Services. We recognize that accurate, timely, and
efficient building department services are essential to supporting sustainable
community development and ensuring positive continued experiences for
residents and contractors alike. The City can rely on SAFEbuilt to provide proven
expertise, responsive service, and consistent customer satisfaction—all at a fair and
competitive cost.
Since 2020, it has been our privilege to partner with the City of Bozeman, delivering
high-quality plan review services while meeting schedules, budgets, and the
expectations of City stakeholders. Our goal remains simple: to provide the most
qualified and experienced staff to meet the City’s needs while continually striving
to exceed expectations.
As the incumbent provider, our team possesses a comprehensive understanding
of the City’s adopted building codes and ordinances, as well as the Administrative
Rules of Montana (ARM). In addition, we are well-versed in all applicable federal
regulations relevant to building, fire, and life safety codes, allowing us to efficiently
navigate regulatory requirements and support the City with compliant, timely, and
accurate plan reviews.
Our proposal details our qualifications to continue supporting the City of Bozeman
with building, trades, and fire plan reviews. If SAFEbuilt is selected for contract award,
we respectfully request the opportunity to engage in good faith negotiations on
certain provisions of the proposed agreement. We appreciate your consideration
and look forward to the possibility of continuing to serve the City of Bozeman with

SAFEbuilt began providing services in Montana in 2018, starting with a zoning code update project for the
City of Billings. In 2020, SAFEbuilt began offering plan review services to the City of Bozeman. Prior to this,
our legacy company, EsGil Corporation of California, began supporting the City of Bozeman in 2015; following
SAFEbuilt’s acquisition of EsGil, we have continued to provide plan review services to the City and remain a
proud partner today.
Currently, SAFEbuilt supports seven municipalities, jurisdictions, and jurisdictional agencies across Montana
(shown below). This includes the City of Belgrade, the Town of Manhattan, and the Central Valley Fire District,
which delivers comprehensive fire, rescue, and emergency medical services to 36,000 residents in a 200-square-
mile area encompassing Belgrade, River Rock, Valley Center, Four Corners, Springhill, Reece Creek, and Dry
Creek communities.

SAFEbuilt is proud to present the dedicated team of highly qualified and experienced plan review professionals
presented in Figure 1. Our team is carefully assembled to align with
the City’s needs and notably includes:
• One ICC-Certified Master Code Professional
• Three ICC-Certified Building Officials
• Two ICC-Certified Fire Marshals
• One architect certified by both the American Institute of
Architects (AIA) and the National Council of Architectural
Registration Boards (NCARB)
• One Licensed Professional Engineer
Our team will be led by Amber Green, who will serve as Plan
Review Manager for the City contract at no additional cost. In this
role, Amber will oversee all plan review activities, including team
workload coordination, scheduling, and rigorous quality assurance to
ensure accuracy and compliance. With nearly 20 years of experience
in building department services, she brings a wealth of knowledge and a strong commitment to client service to
every project, ensuring the City’s plan reviews are handled with the highest level of competence, responsiveness,
and technical expertise.

size and complexity. Our team is proficient in reviewing a wide range of project types, including commercial,

Our comprehensive review services encompass architectural, structural, accessibility, fire and life safety,
electrical, mechanical, plumbing, energy, and green building code compliance. We have expertise in both new

development with 130 hotel rooms and 34 condominiums.
As Montana’s first Autograph Collection by Marriott, it will be
Bozeman’s only full-service hotel and residential condominium
project, featuring a rooftop restaurant with scenic views.
Amenities include a 4,000 ft2 spa, a 2,000 ft2 fitness center, a
private lobby with direct access to spa and fitness, more than
5,000 ft2 of meeting space, and concierge and butler services.

sTaTe of monTana comBined laBs | Bozeman, mT
2023
SAFEbuilt provided comprehensive plan review services—
including building, structural, accessibility, electrical, energy,
mechanical, and plumbing—for the State of Montana’s new
Combined Laboratories project. This one-story, 61,100 ft2
facility is designed to create modern laboratory and office space
to support three state-supported institutions: the Montana
Department of Livestock Veterinary Diagnostic Laboratory, the
Montana Department of Agriculture Analytical Laboratory, and
the Montana State University Wool Laboratory.
The facility is organized around a central office core with
dedicated laboratory wings for each institution, as well as shared
office areas, amenity spaces, and loading dock facilities where
appropriate. The project’s anticipated completion is early 2026.

2024
SAFEbuilt conducted accessibility, building, electrical, energy,
mechanical, and plumbing plan reviews for the Gianforte School of
Computing at Montana State University. The 55,000 ft2 Gianforte
Hall will provide space for the School of Computing and support
interdisciplinary collaboration with the music technology, film,
and photography programs. The facility includes classrooms,
research spaces, student laboratories, and studios, with areas
designed to showcase student projects and research.
The building incorporates multiple sustainability features and
is being designed to achieve LEED Silver certification. It will
connect to Montana State University’s South Campus Energy
District, which improves efficiency by allowing surrounding
buildings to share heating and cooling loads. Gianforte Hall is
scheduled to open in 2026.

new service and demonstration center on behalf of the Central

SAFEbuilt does not currently maintain a physical office in Montana. Our project office for this work is located in
Bellevue, Washington, where most of our proposed staff are based.
SAFEbuilt has extensive experience providing remote services for plan reviews, planning and zoning, and remote
video inspections. We operate a National Plan Review (NPR) team comprised of 48 highly qualified, multi-
disciplinary plans examiners situated across the country. This team is staffed with specialists whose expertise and
state licensing align with the requirements of each project. Areas of specialization include education, mechanical,
electrical, and plumbing (MEP) systems, fire protection, post-disaster assessments, site and civil engineering,

rEmotE vidEo inspEction (rvi)
Remote Video Inspections allow inspectors to conduct inspections promptly,
eliminating travel time and enabling real-time guidance for residents and
contractors. This technology also helps reduce the number of individuals on-site,
supporting both public health and jobsite safety. Our RVI services are actively
used by teams across multiple states, including Colorado, Florida, Illinois,
Michigan, Minnesota, Ohio, Pennsylvania, Texas, Wisconsin, and Washington.
SAFEbuilt uses Blitzz Remote Visual Assistance software, which connects
inspectors with clients without the need for additional downloads or logins.
Inspectors have the ability to record, take photos, and efficiently complete
inspections for items such as water heaters, electrical reconnects and upgrades,
and residential re-inspections. The technology also enables safe and effective
roofing inspections, including for steep or difficult-to-access roofs.
The types of inspections eligible for RVI are determined by the local municipality and may include porches,
small projects, rooftop and rooftop solar, electrical service upgrades and reconnects, water heaters, gas
line installations, parking shade structures, detached storage sheds, residential additions or alterations, and
follow-up inspections. RVIs are not used for fire or vehicle damage assessments or for utility and critical facility
restorations, which require on-site inspections as determined by the Building Official.
RVI is an effective way to maximize inspection team efficiency, providing results faster than traditional on-
site visits and eliminating travel-related delays. If the City of Bozeman is interested in exploring this service,

Ensuring the availability of qualified staff for the City is a top priority for SAFEbuilt. As a firm with a nationwide
client base, we have established systems for resource allocation and management to guarantee timely and
consistent service delivery, regardless of project size or schedule.
Our proposed team consists of multi-certified, cross-functional professionals prepared to support the City on an
on-call basis. All key personnel assigned to this project will be available during the City’s regular business hours
and can be reached directly once the contract is awarded; we will provide a complete contact list at that time.
SAFEbuilt carefully monitors the status and workload of our teams to ensure that sufficient capacity is maintained
for all active and anticipated projects. Once team members are assigned to a specific project, they remain
