We have carefully reviewed this RFQ, and are excited for the opportunity to provide excellent plan review services to the City of Bozeman. BCS was founded in 2024. While we are a young company, our staff members have decades of experience in the building safety industry. When hiring our firm you do not need to wonder who will be performing the plan review of your project, as it will include one or both of our co-founders, Chris Kimball and George Williams. Both are Master Code Professionals and are considered experts in their respective fields. Chris is also a licensed engineer and brings expertise in relation to the structural and fire and life safety disciplines while George has proficiency in the nonstructural, mechanical, plumbing, electrical and energy code disciplines. As shown in this proposal, our team has a solid understanding of the codes adopted by the State of Montana, and subsequently enforced in the City of Bozeman. A few items that set BCS apart from others include the following: Experience - Each staff member has decades of plan review experience. Credentials - The staff assigned to Bozeman reviews each have masters degrees, are Master Code Professionals, and have appropriate certifications and licenses for the reviews they perform. This includes architectural, means of egress, accessibility, structural, mechanical, plumbing, electrical, energy and fire review disciplines. Our team will work tirelessly on the behalf of both the City and the applicant to ensure a successful project. Each of our staff members are considered experts in the codes and are a trusted resource for ICC in authoring publications or providing training. While BCS was founded in 2024, its founders bring decades of building and fire plan review experience with them. Both Chris Kimball and George Williams have over twenty years of building safety experience, are each ICC Master Code Professionals, and each is often contracted to both write and teach for the International Code Council (ICC). BCS team members have worked directly for, or as consultants to, over one hundred jurisdictions throughout the western U.S. The RFQ requests that past experience with the City of Bozeman, or other jurisdictions in Montana, be shared. While BCS does not have previous experience with any Montana jurisdiction, we are very familiar with the codes enforced by the State of Montana and its local jurisdictions. We have performed reviews for numerous jurisdictions in Wyoming, Utah, Nevada, North Dakota, Washington, and Idaho and know what it takes to make plan reviews specific to a local municipality. In putting together this proposal we have reviewed the Bozeman municipal code and local design requirements and feel that these provisions are very similar to how the codes have been adopted and enforced in many of the jurisdictions for whom we perform plan reviews on a regular basis. Highlights Our goal at BCS is to serve as an extension of the City of Bozeman, Montana. When you choose a consultant you do not want them to create work for you, but you desire that they can perform the work given in a professional manner and with the highest level of customer service to both you and the applicant. We combine our years of plan review experience with great customer service to provide your City and the permit applicants with the results you deserve. Chris Kimball, PE, FPE, MCP, CBO Mr. Kimball is a licensed structural engineer and fire protection engineer as well as an International Code Council (ICC) Master Code Professional. He is certified by ICC as a building official, fire code official, combination plans examiner, combination building inspector, and more. He received his master’s degree with an emphasis in structural engineering and has performed plan reviews for thousands of projects throughout the United States. Mr. Kimball is an approved ICC instructor who regularly provides code training to building official organizations and has authored several ICC publications including the 2018 and 2021 International Building Code Illustrated Handbooks, the 2018 International Existing Building Code (IEBC) Handbook, and the 2021 and 2024 IEBC Commentaries. Initially, all work performed as part of this contract will be provided by Chris Kimball and George Williams, the co-founders of BCS. As shown in their bios below, and by their resumes included in Appendix A of this proposal, both Chris and George are considered experts in all aspects of the building safety industry. If additional staff members are added to the BCS team they will be first vetted by Bozeman before they would review any projects assigned to BCS for review. George Williams, MCP, CBO Mr. Williams has worked on a contract basis for numerous jurisdictions. His consulting experience has included the initial start-up of multiple building departments – including the adoption of codes, implementation of permitting processes, and the development of policies and procedures. Mr. Williams holds a masters degree in construction management and has numerous International Code Council (ICC) and IAPMO certifications, including that of Master Code Professional. He has authored numerous ICC code publications and is often asked to provide training to local ICC chapters. George brings extensive experience with the building, mechanical, energy and green codes, as well as practical experience from serving as a building official, plans examiner, and inspector on both commercial and residential projects. - Lead Plan Review Engineer - Lead Plans Examiner Staff Bios 1 Experience Page 4www.bcscodegroup.com Qualifications Building Code Solutions (BCS) staff have and maintain all the required certifications and licenses needed to perform the duties outlined in the RFQ. As noted on the previous page, both Chris Kimball and George Williams are certified by the International Code Council as Master Code Professionals. They are both certified plans examiners in multiple disciplines and combination-certified inspectors. George Williams also holds an IAPMO Plumbing Code Plans Examiner certification and Chris Kimball is licensed as a professional engineer, structural engineer, and fire protection engineer in multiple states. Through reciprocity he could obtain his Montana license(s) very quickly. Chris would be the principal structural reviewer and fire plan reviewer for Bozeman projects while George would be the principal nonstructural, mechanical, plumbing, electrical and energy reviewer. Copies of all licenses and certifications can be shared upon request. Relevant Experience The RFQ requests that the selected firm have experience “...on projects of similar size, type and complexity” as those seen by the City of Bozeman. While the actual size and complexity of projects was not listed in the RFQ, the plan review staff at Building Code Solutions has the requisite experience in providing complete plan reviews of similar projects. Our firm has a solid understanding of the 2021 I-codes, 2021 UPC and 2020 NEC which are adopted by the State of Montana and enforced by Bozeman. We are familiar with enforcing very similar structural requirements as Bozeman such as seismic design requirements, significant snow loads, extreme weathering, and geotechnical constraints. We have also performed hundreds of reviews for surrounding states such as Wyoming, Idaho and North Dakota. The next pages provide some sample projects that BCS staff have reviewed, but the majority of projects submitted to the City of Bozeman will likely not be as technical as these. For each technical project submitted to our office there are numerous small projects such as single-family residences or small tenant improvements to existing commercial properties. Our team is capable and happy to perform a review of any type of project the City will need assistance with. 1 Experience Page 5www.bcscodegroup.com (cont.) Cowboy Poetry Hotel BCS provided a complete building code and fire & life safety review for this important project on behalf of Elko, Nevada. The building in question is a historical landmark and is being converted from office space to a hotel venue. The work includes a vertical addition, communication with a large assembly space, and tenant improvements throughout. It required a sound code understanding of the requirements for both new and existing construction. Utah City BCS is providing complete plan review services on behalf of Vineyard, Utah for portions of the new Utah City project. This consists of an 800-acre development with over 17 million square feet of combined mixed-use space including living, shopping, dining, entertainment and hospitality. The current phase is 360,00 SF+ of Groups R-2, A-3, B, S-1 and S-2 occupancies. Arylessence BCS provided complete building and fire plan review services on behalf of Cobb County, Georgia for this project. It included a 50,000 SF+ addition and a remodel to 23,000 SF+ of existing space. The facility houses more than 1,400 chemicals and required a detailed review of the hazardous material provisions of the adopted codes and NFPA standards. 1 BCS provided complete plan review services for the expansion and remodel of the Edgewood Tahoe Resort Clubhouse on behalf of Douglas County, Nevada. The project included a 13,000 SF addition and a remodel of much of the existing space for this world-reknown venue. The review required compliance with the codes for new construction as well as the existing building code (IEBC). Experience Page 6www.bcscodegroup.com (cont.) Edgewood Tahoe Expansion Salem Park Church BCS provided complete plan review services for this 25,000 SF church on behalf of Salem, Utah. The church is a Group A-3 occupancy with a calculated occupant load of roughly 1,500 persons and includes a chapel, classrooms, offices, gymnasium, serving areas, restrooms, baptismal font and mechanical space. Due to the occupant load, special attention paid to the means of egress provisions of the design. State Correctional Facility BCS staff were integrally involved in the new, 3,600 bed state-of-the-art Utah State Correctional Facility (USCF) which officially began operations in July 2022. BCS Staff provided both plan review and inspection assistance to the Utah State Division of Facilities and Construction Management (DFCM) for this 200-acre correctional facility. 1 Experience Page 7www.bcscodegroup.com (cont.) Home 2 Suites This project consisted of a 4-story, 57,000 square foot hotel located in Elko, NV. It houses 91 sleeping suites with a variety of amenities including an indoor pool. BCS staff assisted in providing complete building, fire and life safety, fire sprinkler, ad fire alarm reviews for this project on behalf of the City. Upper West Apartments Upper West is a modern, transit-oriented multifamily project in West Jordan, Utah. A luxury courtyard pool and spa are adjacent to relaxing indoor community areas. It includes a cybercafe, covered deck on the rooftop, a 15,000 SF fitness center, parcel lockers, bike and ski storage, and a dog park and pet spa. BCS staff provided both plan review and inspection services throughout the length of the project. Wild Creek High School Located in Sparks, Nevada, this three-story high school is roughly 295,000 square feet. It includes a 435-seat performing arts center, three gymnasiums, labs for art and music, and more than 80 classrooms and lab spaces. SLCC Westpointe The Salt Lake Community College Westpointe Workforce Training & Innovation Center is a 121,000 SF career and technical education center. This state of the art facility provides educational labs for numerous trades. BCS Staff assisted both DFCM and SLCC by providing both plan review and inspections for this project. City Creek Center The City Creek Center development project occurred over 23 acres and three city blocks in downtown Salt Lake City, Utah. It includes 535 residential units, 1.7 million SF of office space, 900,000 SF of retail and restaurant space, and 5,000 underground parking spaces. BCS staff, while working with another firm, were the principal structural plan reviewers for each phase of this exciting project, including numerous tenant improvements since project completion. Meta Data Centers BCS staff performed the building code and fire protection system plan reviews, and many of the inspections, for Meta Data Centers 1, 2, 3, 5 and 6 located in Eagle Mountain, Utah. Construction at the $2.5 billion site began in 2018 and as well as two additional data halls currently underway. Our operations are run by Chris Kimball and George Williams who not only have decades of experience performing plan reviews, but who have managed and run similar businesses for large third-party plan review firms. The RFQ requested information on the annual volume of business for our firm, however we are still a very young firm. That being said, our stability in the marketplace is solid as our founders are well-known in the code industry. This platform will be available towards the end of September 2025 and free access will be provided to BCS clients. It will assist in training City staff on the intricacies of plan review, inspections and administration through a library of self-paced courses. Firm Workload Page 11www.bcscodegroup.com 3 BCS maintains a few consistent and important jurisdictional clients and we are very selective when choosing to take on additional municipalities. After reviewing the Bozeman RFQ we are excited about the possibility of assisting the City. Bozeman has many of the code challenges we are familiar with such as seismic concerns, high snow loads, severe weathering, geotechnical requirements, and a large stock of existing buildings. While not particularly close, Bozeman is within a 6-hour drive of our offices and we feel we can make ourselves available for in-person meetings on special projects. We understand that this contract will be to serve as an extension to the building department in order to provide plan reviews on an as-needed basis. The City will use this service for overflow purposes or to assist with technical reviews. It is noted in the RFQ that this could be as much as 10-20% of the plan reviews received by the City. We are 100% positive that our staff can meet the needs of Bozeman, in addition to our existing workload, by providing quality plan reviews within the turn-around times noted below. The table below outlines our proposed turn-around times for performing plan reviews once assigned by the City. Our office uses Monday.com, which is a project management tool to track all projects. When assigned a new project for review we will create a new entry within Monday.com for that review. Each reviewer has access to the dashboard that shows the projects that have been assigned to them, the date received, the due date, and more. This management tool assists us to stay on top of our daily workflow and to meet these required turn-around times. As a young and diligent company, we take pride in our proactive project management, clear communication, and commitment to helping construction projects be successful and in meeting our specific contractual obligations. In addition to the above, BCS maintains the necessary liability insurances for the plan review work being requested. The RFQ includes a sample agreement requiring commercial liability and professional liability coverages of at least $1 Million per occurrence and $2 Million annual aggregate. BCS currently maintains commercial and professional liability insurances that equal twice those required by the City, namely $2 Million per occurrence and $4 Million annual aggregate. Page 15 DANNON ASRS – West Jordan, UT This project consists of a rack-supported structured that has a 30,000 SF footprint and is 100-feet in height. The building is non-occupied, and the racking incorporates an automated storage and retrieval system (ASRS) that can store more than 7,000 pallets. The racking was fabricated in Germany and required fabricator approvals and construction industry conversions. California Association of Building Officials Educator of the Year, 2021 International Code Council Approved Instructor APPLE CAMPUS – Cupertino, CA WC³ was selected to perform complete plan review services on behalf of the city for the main building and central plant for this $5+ billion project. The main campus building is four-stories and houses 2.8 million square feet of office, research, fitness, theater spaces and more. It incorporated numerous alternate means and methods as well as performance-based design approaches. Mr. Kimball was involved from the very beginning and to the end of this exciting project. BROADWAY BLOCK – San Diego, CA This exciting project encompasses one entire block in downtown San Diego. It includes an eight-story level podium which supports a 41-story tower as well as a 20-story tower. It has a total floor space of 720,000 square feet with 617 residential units and ground-floor retail and commercial space. The project follows a performance-based seismic design approach following the Tall Buildings Initiative, “Guidelines for Performance-Based Seismic Design of Tall Buildings”. Mr. Kimball served as a member of the seismic peer review team as well as a structural reviewer on behalf of the city. META (FACEBOOK) DATA CENTERS – Eagle Mountain, UT Over the past several years Meta has constructed seven data centers totaling 3 million square feet in Eagle Mountain, Utah. WC³ performed the complete plan reviews and oversaw all inspections for this facility. This site required significant ground improvement prior to commencing construction. The project included several support structures, electrical substations, temporary construction tents, and other infrastructure. CITY CREEK CENTER – Salt Lake City, UT This development encompasses three city blocks in downtown Salt Lake City. It includes four levels of below-grade parking, a large podium area, five residential high-rises, over 90 retail stores, with a closed or open-air skylight. The construction valuation was over two billion dollars and work occurred over a five-year span. The project followed a performance- based structural design approach. Mr. Kimball oversaw the structural peer review committee and performed the structural plan reviews for each phase of the project on behalf of the city. The facility resides on 200-acres, includes 33 buildings, includes a total building area of 1,300,000 square feet, and accommodates 3,600 inmates of all classifications. With dedicated units for both females and males, the facility also includes mental health housing, substance abuse treatment, medical facilities, classrooms, a kitchen, laundry, religious spaces, and room for future expansion. META (FACEBOOK) DATA CENTERS – Eagle Mountain, UT Over the past several years Meta has constructed five data centers totaling 2.4 million square feet in Eagle Mountain, Utah. WC³ performed the complete plan reviews and oversaw all inspections for this facility. This site required significant ground improvement prior to commencing construction. Phase 3 of the development is currently underway which will introduce an additional 2 million square feet to the overall facility in addition to expanding the switchyard, roadways, and more.
