Description: Our team provided plan review and inspection services for the state-of-the-art 1,000,000,000-square-foot facility on a 396.9acre site. We regularly met with the team to resolve code issues with the unique nature of the buildings and uses.

Description: The Stantec team provided plan review and inspection services for a large expansion and remodel of the existing Ft McDowell Casino. This $120 million project consisted of a new four-story parking garage and approximately 250,000-square-feet of new casino floor including dining, gaming, and entertainment. Stantec provided all plan review services for all disciplines including building, civil, structural, fire, mechanical, plumbing, electrical, energy, and accessibility. Our team provided full-time, on-site inspection for this fast-paced project to help the project achieve compliance without negatively impacting the owner turnover date.

For over 40 years, we have been assisting municipalities and counties across the country with meeting codes and standards that keep our communities safe. We know the locally adopted building, electrical, fire, accessibility, mechanical, and plumbing codes. As a team, we have reviewed such
building types as, casinos; hotels; resorts; parking garages; junior high and high schools; churches; sports stadiums and gymnasiums; high-rise office buildings; shopping malls; semiconductor fabrication plants using Hazardous Production Materials (HPM); municipal office complexes and recreation facilities; hospitals and nursing homes; and multi-family and single-family residential developments. It is understood that building codes review may also include requests for building inspection, code consulting, or management of the entire building services operation as the designated building official. Stantec has the resources to pull from other disciplines and provide construction drawing review, civil engineering grading and drainage plan review, transportation plan review, as well as environmental oversight.
Financial Stability
Stantec’s leadership is committed to support the team and required services for all projects we take on, especially our local on-call projects. When needed, we may supplement additional staff to projects in certain instances to add value to the existing team.

Insurance
Stantec maintains $3,000,000 in professional liability insurance and $2,000,000 in general liability insurance (for each occurrence), as well as worker’s compensation and automobile insurance. Copies of the Certificate of Insurance will be provided to
the City should we be successful in being selected.
Methodology of Tasks and
Responsiveness
We are very proud of our history of working with our clients’ staff and customers. We understand and know that the key to building this history is developing and maintaining confidence in our technical abilities and being available to discuss issues with City staff and customers when necessary.
Often a simple phone call will clear up questions, while sometimes it’s necessary to meet with the design team or City staff. We expect to continue our present practice in this regard. Our team will
be available to discuss review comments or project issues with design or City personnel, either by telephone, Microsoft Teams or Zoom, during City working hours.
The following procedures apply to this RFP:
1. TASK ORDER PROJECT DETERMINED
• All plan reviews will be conducted
electronically using Bluebeam Revu. Bluebeam sessions can be created in order
to share real-time information with the client.
2. COMPREHENSIVE PLAN REVIEW
• We will conduct a comprehensive and
accurate review of building plans, including detailed fire code issues, per the City adopted codes, as defined by drawings,
specifications, design calculations, and
reports, including site reports, soil investigation, and compaction reports. We will also perform rechecks of corrected plans
and plan changes until plans and related documents are substantially correct and complete. Compliance with code or
discrepancies is based on the current City adopted codes, including building, mechanical, electrical, plumbing, energy, and fire codes.
3. CONSULT WITH CITY STAFF
• Our team will consult with City staff, the designer of the proposed project, or the owner at their request in order to facilitate necessary corrections by the designer of the calculations, drawings, and specifications.
• We will meet when requested with City staff and other interested parties to conduct assessment of the project proposed to be submitted to the City for permit. These meetings will be used to allow the City and
our review staff to become familiar with the proposed project and determine major code issues that may be present. On occasion,
we may also be requested to attend an initial
“partnering” meeting with City staff and representatives of the project. Locations of
meetings will be determined through mutual
agreement of all parties.
4. FINAL PLAN REVIEW RETURNED
• The Stantec team will maintain records
related to plans reviewed, including all
turnaround times.
• We will respond to telephone inquiries about
code requirements and plan review
procedures relating to assigned projects.
These inquiries may relate to plans in
process or may relate to plan reviews which

have been completed but where
construction is still in progress.
• Deferred submittals and construction change orders/directives will be coordinated as
outlined above. Examples include plans for
roof trusses, fire alarms, and fire sprinklers.
5. ASSIST CITY WITH PERMITTING
• We will assist the City of Bozeman with the issuance of the construction permit(s) and tracking of any updates if the project is
permitted on an incremental basis. We will provide the necessary project information for each submittal, including area (sq. ft.), occupancy group and use, construction type, etc. to allow a permit to be issued.
• Expedite any necessary contact with applicants by providing email addresses and direct phone line numbers.
• Contact all parties involved regularly during the plan review process as needed.
• Resolve issues and ensure speedy approvals by encouraging client discussions.
When communication becomes unclear, it can be the only thing standing in the way of the City’s
goal: to safeguard and preserve the value of your community with structures that provide compliant accessibility, clear egress points, adequate restrooms, fire protection, operational elevators, and compliance with all City requirements. Stantec will keep the communication lines open and clear to meet the City’s goals.
Our current staff meets all the certification requirements of the city. We consistently interview
and hire qualified personnel holding ICC certifications in one or more of the categories for each discipline. Our firm has an established human resources department focused on assisting us and dedicated to fulfilling the needs
of our clients.
We have a core staff of full-time plan reviewers. Our current staff includes building, accessibility, structural, mechanical, plumbing, electrical, and fire plan reviewers. We can and will add as demands increase. Also, we have the unique ability to call upon the architects and engineers working at our Phoenix office for support. Because of this accessible resource, we can meet the demands and serve the needs of the city.

c. Firm Workload
In 2024 Stantec successfully performed 645 first reviews for both commercial and residential projects. That number does not reflect subsequent reviews required to take the projects to permit issuance.
Year to date Stantec has performed 325 first time reviews.
We have the capability to provide qualified personnel to complete any additional workload.

Joel understands that each building is a separate entity. As such, each plan reviewed or inspected requires substantial
architectural knowledge of large commercial and industrial properties and residential neighbourhoods. With 38 years in the
building industry and 32 years as an Arizona State registered architect, Joel has spent 27 years as a building plan
reviewer. Evaluating projects for design performance requires the application of codes and regulations without sacrificing
the registrant or owner’s vision. As an architect and code reviewer, he understands how to maintain the integrity of the
design while meeting the intent of the code.
Joel has performed design analyses on large- and small-scale projects offering alternative solutions and improvements. He
has worked for Pima County as a plan reviewer and a plan reviewer and building official for the Town of Marana. He also
has spent more than 11 years working with various architectural firms in Tucson. The scope of his architectural experience

Academic Medical Center
University Medical Center, Diamond Children's Center, University Medical Center, Plan Reviewer/Inspector
Provided plan review and construction observation services on behalf of the University of Arizona for this six-story, 200,000-sf, $75 million children’s medical wing at the University Medical Center. This project included an emergency and trauma center on the lower level, dedicated pediatric spaces on the upper level, and a roof-top heliport to serve the existing and new facility. Performed the architectural/life safety review while coordinating the structural, mechanical, plumbing, and electrical code review. Also performed over 1,000 in-field code inspections during construction.
Banner University Medical Center Expansion and Renovation, Banner University Medical Center, Project Lead/Building Plan Reviewer
The project lead on this project submittal and performed reviews on almost all the disciplines for this nine-story downtown Tucson hospital. Completed the architectural, accessibility, structural, mechanical, and plumbing reviews and worked directly with the hospital design team to gain compliance with adopted code and Tucson amendments. Worked closely with the city as they performed a plan review on the foundation and shell for this large renovation and addition. Provided the exceptional services expected by the community and the City of Tucson.

Provided a full code review on behalf of the City of Tucson and Gromatzky Dupree and Associates for this new 156,000-sf corporate center. The building was phased and reviewed under two separate reviews, with a third review involving a tenant improvement.

Provided plan review services including coordination of a full code review/coordination review on behalf of the architectural joint venture of Hunt-Zachry for this 726,000-square-feet expansion of the main downtown convention center. Joel performed the architectural/life safety, mechanical and plumbing code review effort and coordinated the review effort of the structural and electrical portion of the code review.
Education
Empire High School Renovations, Plan Reviewer
Provided a full code review on behalf of the City of Tucson and Swaim and Associates for this new $10.3 million high school facility. The facility consisted of four separate buildings, an administration building, a building with an auditorium and a separate multipurpose/cafeteria, a general classroom building, and a building housing specialty classroom and a gymnasium.
Hotels & Resorts
Starr Pass Marriott Resort Hotel, Plan Reviewer
Provided plan review services including coordinating a full code review on behalf of the City of Tucson for this $70 million resort hotel. The review was done in seven phases, with the first six being structural reviews. Coordinated the code review effort of the mechanical, plumbing, and electrical portion during the final phase while performing the architectural/life safety portion of the code review.
Mixed Use Buildings
The Palladio Mixed-Use High-Rise, Plan Reviewer
Provided plan review services including a life safety code review for this 12-story mixed-use 13-story 243,600-sf high-rise structure during the preliminary stages of the design. The first and second floors consisted of a mercantile, offices, restaurants, and a parking structure. The third and fourth floors were a continuation of the parking structure.
