Prior to the referendum, we asked the East Cobb community if they favored or opposed cityhood. They
answered a resounding ‘No’. The eventual referendum failed and these results echo that.

Scope of Project
InterDev understands that is the goal of the City of Bozeman to assess your current GIS
environment and conduct a needs assessment that will help to with the creation of a roadmap
that will achieve system optimization and fully utilize the GIS capabilities of the city. This project
will be broken down into two phases, the first is the assessment and development of a roadmap
that will include a strategy to upgrade and modernize the City’s GIS environment, to include
version upgrades and deployment of currently available technologies, training materials for city
staff, elected officials, and citizens, and recommend best practices for performance security,
stability, and accessibility. It is our intent to develop an objective assessment of the current
state of the city’s implementation of GIS technology and provide concrete steps to modify the
implementation as necessary to achieve the city’s goals. We will take a holistic look at GIS,
including how each department interacts with and utilizes spatial data, tools, and services. This
process will give the city a realistic snapshot of where it stands today with respect to leveraging
GIS and will identify the necessary steps to close any gaps to meet the city’s GIS needs.
InterDev’s GIS assessment process incorporates best practices to evaluate the efficiency and
security of the technology, systems, and policies used in your environment. The InterDev team
will investigate hardware, software, system architecture, documentation, data, software
licenses, and other key components of a successful GIS environment.
Once completed, InterDev analyze the data and create a roadmap that will guide the city in
optimizing your GIS environment and work with the city and your vendors to upgrade your
current technology software packages to the latest version, taking advantage of key upgrades
and system enhancements that you do not currently have access to. Detailed below is
InterDev’s approach to this project.

General & Technical Requirements
• We want the city to be an active participant in the assessment and that entails an appropriate level
of access to staff and systems to assess current conditions including the GIS and Asset
Management Division as well as all other departments.
• We will provide a Project Manager who will serve as our primary point of contact to the city.
• The city will provide primary point of contact(s) within GIS and Asset Management Division and/or
other appropriate contact(s) who may assist in facilitating introductions and interactions with other
departments. Note that we’d like to engage with all departments whether they are currently
served by GIS or not.
• Reasonable and timely access to any staff (and materials and documentation they may have) who
participate in the administration of the GIS Environment including Portal, AGOL, and all integrations
including but not limited to Cityworks and VertiGIS.
• Agreeable level of access to systems (ArcGIS Enterprise, integrations, etc.) so we may efficiently
assess current conditions, i.e., guided/escorted by staff or otherwise.
• The city should be in good standing (licensing/support) with any provider of components and
integrations that will be considered for upcoming upgrades and optimizations. It should be the
responsibility of the provider to adjust or maintain their product’s compatibility with the city’s
systems.

Description of Proposed Approach to the Project
Approach
The City of Bozeman recognizes the critical role that GIS plays in efficient municipal operations, decision-
making, and service delivery. As such, the city has embarked on a journey to enhance its GIS capabilities to
meet the evolving needs of its stakeholders. InterDev brings a wealth of experience and expertise to assist
in that journey, with a team of consultants skilled in various facets of IT, Security, and GIS.
The primary objective of this project is to empower the City of Bozeman with a modern, efficient, and
integrated GIS environment that meets current and future needs based on a guiding roadmap. We’ll meet
this objective in 2 phases.
In Phase 1, we’ll take a comprehensive approach to assessing your needs and establishing the roadmap.
This approach will be engaging (with stakeholders including leadership, staff, and other users) and we’ll
start with gaining an understanding of the existing state of operations (functional and technical) within the
GIS and Asset Management Division then we’ll assess the level of assimilation of GIS throughout the entire
city. We will rely on our extensive knowledge of industry standards and best practices and our intricate
familiarity and experience with municipalities of similar size and operations to craft a roadmap that will
serve as an effective guiding document. The roadmap will include our initial recommendations for
activities, initiatives, upgrades, and optimizations that should be implemented in the immediate future,
within the next 2-3 years, and beyond.
We are proud to boast that many of our assessments have resulted in long-standing relationships where
we’ve been able to implement our recommendations and we are confident that we can do the same for
you.
In Phase 2, we’ll review the recommendations with the city, establish priorities in the context of
circumstances that may affect their feasibility, establish a detailed implementation plan, then implement it
in accordance with the plan.
Phase 1 Scope
Kickoff
Initial discussions between InterDev and the city to verify expectations regarding the scope of the project.
Topics of discussion will include InterDev’s approach, methodology, schedule, establishment of initial
stakeholders, etc.
Discovery and Assessments
InterDev will examine the current state of the city’s GIS and Asset Management functional and technical
operations (architecture, integrations, processes, etc.) through staff engagement and hands-on look at the
components of the system. We’ll note any deficiencies in documentation, operating procedures, and data
governance.
We’ll expand to other departments and examine city functions and processes to recognize where GIS
assimilation is strong, adequate, weak, or non-existent and identify opportunities to improve or increase
usage of GIS as well as add any new stakeholders not previously identified.

Visioning
InterDev will present to stakeholders a summary of findings from discovery and assessment, shed light on
current and potential activities, initiatives, upgrades, optimizations, and expansion of GIS throughout the
city and facilitate an open discussion. Insights gained from this may be incorporated into the roadmap.
Roadmap
Create draft roadmap and present to GIS and Asset Management Division staff (and other established
stakeholders). The roadmap will include InterDev’s prioritized recommendations with timelines and
generalized steps to implement which may be expanded upon if InterDev is selected to assist in
implementing in Phase 2.
Phase 2 Scope
Roadmap Review
Discussions with GIS and Asset Management Division and key stakeholders to confirm priorities, determine
feasibility, and generally outline what will be implemented.
Implementation Plan
InterDev will expand on the outline and include necessary implementation details (specific activities and
their dependencies, sequencing and timelines, schedule, and cost).
Implementation, Governance
As items are implemented, any existing documentation and procedures will be revised (or created if they
did not exist) and will include details pertaining to governance such as who owns and is accountable for
upkeep, what standards and restrictions should be enforced, quality and timeliness of data, and usability
(who may use it and in what capacity).
Skill Development, Augmentation, Training
Throughout Phase 1 and Phase 2, we will identify areas of weakness and opportunity in terms of the skills
needed to sustain operations and to ensure the city as whole is embracing what is implemented and
knows how to use it. We’ll formulate a tiered but holistic plan starting with GIS and Asset Management
and expanding to the users that they support.

Present and Projected Workloads
We have a team of certified project managers and architects who conduct GIS Assessments,
Roadmaps, and Strategic Plans year-round. Upon awarding the RFP, we will reserve a project
manager and an architect and begin work 30 days thereafter. Generally, we have a minimum of 50%
availability for project managers (80-90 hours per month) and 30% availability for architects (40-60
hours per month). The projected workload for Phase 1 will not exceed availability. Phase 2 workloads
will be determined later when those details emerge and take shape.

• The price listed above includes labor for pre-planning, travel time, interviews, information
discovery, follow-up communication, preparation of the final report and presentation of the
results as well as associated travel costs (airfare, hotel, etc.)
• The city will designate a primary point of contact for InterDev. InterDev will report on the
project’s status to this person and any others designated by the primary point of contact.
• InterDev will start the project within 30 days of the Notice-to-Proceed (NTP)
• Pricing for phase 2 is provided with an assumption that a more detailed scoping exercise for agreed upon
implementations. The price listed contemplates approximately 500 hours of services.
