Magnolia River Services, Inc. (Magnolia River) is pleased to submit this response to the City of
Bozeman (the City) for the Professional GIS Services project.
The Magnolia River team has been developing, implementing, and supporting Utility Enterprise GIS,
and Data Management Systems for over 15 years, totaling over 300,000 miles of transmission and
distribution pipeline. The team has also supported custom development and consulting services for
over 100 pipeline asset owners. Our team specializes in strategic planning and GIS roadmap
development, GIS system and data management and migration, standard operating procedures
(SOP), business process and workflow development and implementation mobile data collection,
geospatial analysis, app development, and training in support of utility operations, safety,
collaboration and communication, and regulatory compliance.
Magnolia River’s project team has developed an approach to support the City in reaching their
project objectives of assessing the City’s current GIS environment through the execution of a needs
assessment to build out a roadmap to optimize GIS throughout the organization (Phase 1) and
potentially perform all or some work associated with the roadmap to achieve system optimization
(Phase 2). Details of this approach, as well as other elements as required by the RFP, are provided
below in this proposal and associated Attachments.
We are excited at the opportunity to build a successful partnership with the City and take a proactive
interest in your success. As your GIS consulting partner, Magnolia River will build on our years of
experience to deliver the high-quality, on-time services that the City requires. Details of our
qualifications, as well as personnel information, pricing rates, and past performance information are
provided below in this proposal.

1. EXECUTIVE SUMMARY
Many successful organizations maximize the impact of GIS in their business by developing and
executing a geospatial strategy and roadmap. A geospatial roadmap gives organizations a way to
align their geospatial capabilities and technologies to their underlying business needs. By beginning
with a geospatial roadmap, organizations can use GIS to reach their goals and improve outcomes
throughout the business.
Employing a geospatial strategy and roadmap requires a passionate team of leaders that want to
solve business challenges within their organization and improve the way their organization works.
We understand that the City has been leveraging GIS technology through a robust GIS deployment
utilizing Esri’s Enterprise product deployment in an on-premise federated solution with Portal as it’s
foundation. We also understand that among the many additional applications and solutions being
utilized, the City is looking to upgrade their Cityworks implementation as well as plan a path to
upgrade their current VertiGIS Geocortex maps to VertiGIS Studio Web. The next logical step in
moving forward with the City’s strategic initiatives is the execution of an overall GIS assessment that
results in the development of a roadmap detailing the path and mechanisms required to achieve the
goal to upgrade and modernize the City’s GIS environment, along with deployment of currently
available technologies and comprehensive training for all stakeholders.
Magnolia River has been executing GIS assessments for over 23 years. We have confidence that the
information provided below will not only show our competencies, history, and specialized
experience, but that our approach will be viewed as an efficient and effective method for supporting
the City in achieving its mission to walk away with a GIS roadmap detailing the path ahead to
“upgrade and modernize the City’s GIS environment, to include version upgrades and deployment
of currently available technologies, training materials for staff, city officials and citizens, and best
practices for performance, security, stability, and accessibility”.

3. SCOPE OF PROJECT
We understand that the City is looking for a qualified GIS consultant to provide to assess the City’s
current GIS environment and conduct a needs assessment to determine a roadmap to optimize GIS
throughout the organization. Our team has more than 23 years of experience conducting and
managing projects executing on GIS consulting with a focus on strategic planning, efficiency and
process improvements, and execution of strategic initiatives. We have a large group of GIS
consultants, technical leads, analysts, and technicians, that are available to support each aspect of
Phase 1 and Phase 2 as detailed below:
Phase 1 – Needs Assessment & Roadmap
• Perform a full assessment of the current GIS environment.
• Develop a roadmap that provides recommendations, including a detailed project scope
needed to establish a foundation for further development of GIS resources throughout
the organization in accordance with industry standards and best practices.
• The presentation of draft roadmap to GIS and Asset Management Division staff.
Phase 2 – Roadmap Implementation
• Assist in the implementation of roadmap recommendations.
• Establish SOPs for developing and publishing map services to support multiple
applications, including schema changes that might be necessary to manage required
information needed for system integration.
• Develop a Quality Control/Quality Assurance Plan for maintaining database systems.
• Develop training resources for the City’s staff corresponding to various GIS and Asset
Management applications used throughout the organization.
4. GENERAL AND TECHNICAL REQUIREMENTS
Below we have included our assumptions and requirements to complete the proposed scope.
• Activities will be supported by any and all City stakeholders and response to requests made
by Magnolia River will be returned in a timely manner.
• All work will be performed off-site unless otherwise requested. In-person meetings can be
arranged for additional travel costs.
• Required third-party software is already installed on client network.
• The City will provide timely and accurate information to Magnolia River. Magnolia River will
rely on the accuracy and completeness of the records provided. Magnolia River is not
responsible for any errors that are a result of incorrect or incomplete records being provided.
• The City will provide access to all relevant systems, software, data, and documents will be
provided, as well as IT support if needed.
• Delays in response time and access may result in an overall delay in the project schedule.
• Any previous assessments will be discussed and results provided if deemed relevant.
• This proposal is valid for 90 days from the date of submission.

5. PAST PERFORMANCE
Chesapeake Utilities Company
Performance Dates: 2014 - Ongoing
Project Description: Magnolia River has provided GIS support for Chesapeake Utilities Company
(Chesapeake) covering services starting at basic data editing and backlog reduction, all the way to
Enterprise GIS Upgrades, data and process assessments, strategic planning, and system and
software integrations. To complete the strategic planning and integration efforts, Magnolia River
worked closely with a diversity of Chesapeake stakeholders to create a unified effort to achieve
prescribed actions and company-wide initiatives. Throughout our long-standing relationship with
Chesapeake, we have provided GIS, Software, Engineering, and Inspection support every individual
Chesapeake entity. Magnolia River has a comprehensive understanding of not only the technology
involved in managing linear assets of water and natural gas utilities, but also the complexities of
multi-divisional entities that require individualized approaches for each stakeholder.
Liberty Utilities Central Region
Performance Dates: 2022 - Ongoing
Project Description: Magnolia River has been providing GIS consulting services and strategic
support to Liberty Utilities water and wastewater division since 2022. Support activities have included
a data and system assessment, data editing, map development, stakeholder workshops, geospatial
analysis, implementation of strategic initiatives, development of standard operating procedures and
workflows, and field collection.
Midwest Energy Resource Company (MERC)
Performance Dates: 2016 - 2019
Project Description: Magnolia River performed a system and data inventory of the current GIS data
catalogs which resulted in a GIS data improvement plan focused on strategic initiatives and support
in preparing for an upcoming large data migration. During this process, Magnolia River developed
a suite of automated database analysis and reporting solutions to help our client understand the
content and quality of their GIS data at a given point in time. This suite of tools produced an inventory
of the GIS database schema (organization) and feature objects by name, classification, and quantity;
along with information on attribute fields, pick list values, and field domain usage. Following the
inventory, a series of meetings were conducted with the client to identify the source documents
available for the originating asset data. Ultimately, the inventory and source documents are
enumerated in a report that provided our client with actionable information to correct any identified
issues and extend the working set of geographic information.
American Water Corporate
Performance Dates: 2016 - 2019
Project Description: American Water provides high-quality water and wastewater services to
approximately 15 million people in more than 30 states and two Canadian provinces. They are the

largest publicly traded water and wastewater utility company in the United States. To ensure the
current and future existence of high-quality GIS data, coinciding with the implementation of industry-
leading technology, American Water enlisted Magnolia River to help them recognize their goals by
conducting a large-scale SWOT, GAP Analysis, and Needs Assessment resulting in the development
of an enterprise GIS Strategic Plan to implement over a five year period. On completion of the
strategic planning effort, Magnolia River supported more than a dozen offshoot projects focused on
implementing recommendations from this strategic plan. Some of these projects including the
redesign and deployment of an innovative data model specific to the complex structure of their
organization and associated operational needs, a 16 state business process and workflow
assessment leading to the development of new SOPs, application development to support field to
office workflows, and data maturity efforts.
Great Lakes Water Authority
Performance Dates: 2020 - 2023
Project Description: Magnolia River provided strategic services and strategic support to Great
Lakes Water Authority (GLWA) beginning in 2020. These services included the development of a
five-year strategic plan, design and implementation of extensive environment enhancements,
development of standard operating procedures, data model review and upgrade, and on-site
support of GLWA mapping and integration initiatives.
6. PROJECT APPROACH
The Magnolia River GIS team prides ourselves in using a consulting approach to understand our
client’s specific business and operational needs, as well as current capabilities. We strive to craft
individually tailored solutions in support of our client’s overall strategic goals. Our priority is to
support in ways that will provide the most significant return of your investment, whether that is
through large-scale geospatial efforts or small-scale on-call support needs. We understand the need
to manage and execute at the highest throughout the lifecycle of the project.
Project Setup
We believe that the key to any successful project is setting up for success from the start. This not only
includes following the key principles of project management, but also establishing a team that is
individually tailored for each project we execute. The team employed for the Professional GIS
Services project will include GIS consultants with a minimum of 10 years’ experience in the utility
sector focused on needs assessments, strategic planning, roadmap development, implementation
of strategic initiatives, and quality control. GIS analysts and technical leads with a minimum of five
years’ experience on SOP and workflow development, database design and development, data
management and migration, data editing, and field collection will also support the team, along with
a project manager and a QA/QC lead, all of which have a combined 50+ years working in the utility
and GIS sectors.
The second step to any successful project is the development of a strong execution plan that
supports not only the overall end goal, but also the project team and stakeholders. We understand
that there can be many different approaches implemented to achieve one’s goals. These approaches
are often dictated by two of the three constraints – schedule and cost. For this effort, Magnolia River
will our extensive knowledge and experience in GIS consulting to execute a comprehensive

assessment of the current GIS environment and develop a roadmap based on the findings of this
assessment. If requested, Magnolia River will then build out a plan for implementing
recommendations made in the roadmap.
Project Management
Kicking off a project with a clear plan in mind and a great team is just the beginning. Managing all
aspects of the project from start to finish is integral to providing superior service and a deliverable
that exceeds client expectations. Magnolia River’s project management approach employs a
comprehensive method to oversee and coordinate all activities throughout the project lifecycle. Our
team ensures efficient execution of tasks, timely delivery of milestones, and consistent and complete
reporting and communication—all leading up to a successful achievement of project objectives.
Throughout this project, the Magnolia River project manager and technical leads will provide weekly
email updates to the City reporting on key performance indicators (KPIs) covering the following four
areas: schedule, budget, quality, and project status. These updates will offer a clear understanding
of the project's health and enable stakeholders to easily follow and report on key items, while also
identifying and addressing any potential bottlenecks or other issues before they become a problem.
As a part of the above, we will conduct regular bi-weekly project meetings with the identified City
stakeholders, during which we will promptly address any emerging issues or concerns. These
meetings will serve as a platform for open discussions, fostering collaboration and ensuring that the
project stays on track. In situations where more frequent interaction is necessary, we can modify the
meeting schedule to a weekly occurrence, accommodating the project's specific needs and
stakeholder requests.
During the bi-weekly meetings, our team will also showcase progress through short presentations,
highlighting KPIs using data visualizations. Magnolia River has found that data visualizations help our
project partners better understand a project's advancement, while highlighting achievements and
identifying areas that require attention or additional support.
Project Quality
Magnolia River employs quality control methods designed to help prevent quality failures and
ensure a superior product. As a part of our process, we engage in periodic quality control testing to
ensure any issues are addressed in a timely manner.
Magnolia River also employs the Plan-Do-Check-Act (PDCA) Cycle to allow for continuous
improvement throughout the project. The PDCA is a repetitive four-staged model implemented to
improve the quality and effectiveness of processes during project planning, execution, and
completion. The figure below shows an example of a PDCA Magnolia River has executed on similar
projects.

Execution Plan
The team understands that open, transparent, and regular communication is the most critical
element within a project. At project kick-off, the Magnolia River team will establish regular
communication protocols for this project, including virtual meetings, phone calls, and emails. In
addition to the above, the Magnolia River project team will establish a Microsoft Teams channel and
associated Microsoft SharePoint site that can be hosted on either Magnolia River’s server or the City’s
server. This site will be the primary repository of project documentation, progress tracking, and
scheduling. Within the site, an updated project schedule will be maintained along with project
tracking information. The tracking information will allow the City PM to view the current status of the
project to help ensure tasks are being completed within the defined schedule.
The City has a strong goal mission for this project: “The City of Bozeman (Owner) is seeking
proposals from firms qualified to assess the City’s current Geographic Information Systems (GIS)
environment and conduct a needs assessment to determine a roadmap to optimize GIS
throughout the organization (Phase 1) and potentially perform all or some work associated with
the roadmap to achieve system optimization (Phase 2). “
To support the successful achievement of this mission, Magnolia River proposes the following
approach:
Phase 1:
A comprehensive needs assessment will be performed on the entire GIS program currently being
implemented by the City. Workshops will be scheduled with the appropriate stakeholders in order
to facilitate knowledge transfer between the City’s project personnel and the Magnolia River team.
We propose at least three workshops throughout the roadmap development activity. One at the
beginning of the project, one in the middle to discuss findings, and one at the end to review and
discuss the resulting recommendations. We understand that we will also be preparing and
presenting findings on completion of Phase 1. It is important that both the City and Magnolia River
are aligned with the content of this presentation and the planned workshops will work to support
that goal.

In addition to the workshops, we will also conduct stakeholder interviews through the release of a
questionnaire. The questionnaire will be developed in collaboration with the City stakeholders.
Some items we recommend addressing in both the initial workshop and the questionnaire would
be:

During the needs assessment, Magnolia River will be focused on executing a Strength, Weakness,
Opportunity, and Threats (SWOT) assessment, as well as an associated GAP Analysis where we will
focus on reviewing and assessing the items listed above, among other relevant data points. The
outcome of this initial assessment will be a comprehensive GIS roadmap with a focus on existing GIS
governance plan(s), GIS infrastructure (Tactical), Software, Databases, and Data (Technical),
processes, communication, collaboration, training, and knowledge sharing (Logical and Political).
The GIS roadmap will be developed using the Six Pillars of GIS Sustainability as shown below.
The resulting GIS roadmap will also take into account industry best practices and the overall strategic
goals of the City over the next five years. The roadmap itself will be delivered in a document form
outlining our assessment findings and will include a detailed path detailing at least six priority level
goals for the City to work towards. An initiative heat map will be developed to help aid in determining
the priorities, as well as visually depicting their relevance. The goals themselves will be both
summarized in an executive style deliverable and presentation, as well as greatly detailed to support
the execution of the strategic initiatives in Phase 2. A detailed schedule of recommended timelines

will also be provided. If desired, Magnolia River can also provide a level of effort for the execution of
the recommendations.
Phase 2:
Upon completion of Phase 1, we understand that the City may wish to continue working with the
selected vendor to execute on the recommendations made in the roadmap. In our experience, we
have often seen this approach be very successful in ensuring a cohesive strategy to completing the
prescribed actions.
If chosen, Magnolia River will work closely with all City stakeholders to determine a continued course
of action and scope to perform the desired activities. While the priorities will have been provided in
the roadmap deliverable, we recognize that goals may change and will work with the City to finalize
any steps for moving forward. Following the approach for Phase 1, we will kick the project off with a
clear model for communication and collaboration and tasks and resource assignments will be
finalized at that time. If data maturity is one recommendation, additional Magnolia River team
members will be added in order to complete that effort. These team members will include GIS
technicians and a QA/QC lead. The original team will be able to perform any additional process
developments and software/hardware upgrades and installations. If development activities are
required, Magnolia River will add the appropriate number of in-house developers to the team.

The identified project team below consists of a core team of highly experienced Esri Enterprise GIS
and Architecture professionals and consultants. This project team has a combined 100+ years
supporting clients with GIS consultancy projects, strategic planning and GIS roadmap development,
data editing, database design, data management, Web map development, master planning,
community and stakeholder engagement, process development and improvements, field collection
activities, and training. Combined, the team below will be able to provide 100% coverage for any
and all requests made by the City over the project lifecycle.
Allisyn Hudson – Director, GIS and Project Manager
Overview:
Ms. Hudson has 16 years of experience in geospatial technologies and profit and loss center
management where she has focused on pioneering and executing innovative GIS solutions,
efficiency improvement, personnel management, and strategic planning. Ms. Hudson is results-
driven with a focus on client needs and crafting tailored solutions. She has successfully led high-
performance teams across government, academic, and private sectors, including the natural gas,
telecom, and water utility industries.

Luke Hutmacher – GIS Consultant
Overview:
Mr. Hutmacher has over 20 years of domestic and international experience in Enterprise GIS data
modeling, design, implementation, and strategic planning. For 15 years, he has been involved in
many industry organizations, technical committees, and data governance, and has served as a board
member for data modeling organizations. While Mr. Hutmacher does have an entrepreneurial spirit,
he can work both independently and in teams in existing structured organizations or start-ups.

Overview:
Ms. Mijal has exception technical knowledge and industry experience in utility-based GIS projects.
She has worked over 14 years as a GIS consultant: three years on the operator side with Kinder
Morgan and 11 years as a vendor, including two years off-site at a major oil company’s North
American pipeline operation.
Areas of Expertise:
Esri, SQL, PODS, APDM, UPDM Data, Database & Architecture Management. TVC, Risk Assessments,

management. He has successfully managed multiple large field data collection projects, developed
field data collection methods and pipeline inspection standard operating procedures,
documentation standards, and training programs.

9. FAMILIARITY WITH THE CITY
Currently, and in previous years, Magnolia River has not provided services to the City. Magnolia River
does, however, support multiple clients in the general geographic region, including Montana, North
Dakota, Washington, and Minnesota through our GIS, Engineering, Inspection, and Software
Business Units.

11. PRICING
Charges for this Work shall be on a time and materials basis at the rate(s) listed in the Professional
Services Rate Schedule dated 01/01/2024. The total compensation (“NTE Amount”) authorized for
Phase 1 is $140,000. Compensation that exceeds the NTE Amount for Phase 1 will require additional
work authorization from the Client. The NTE Amount authorized for Phase 2 will be determined
when the continued effort is awarded as the scope of that phase is not yet fully defined. The NTE
Amount does not include travel costs associated with training and equipment configuration.
The attached Professional Services Rate Schedule includes details related to
reimbursement for travel and other expenses.

• Hours in excess of forty (40) hours per week will be charged at one and a half
(1.5) times the standard rate.
• Rates listed will increase each year by 3%, with the initial increase going into effect
on 1/1/2025 and subsequent increases effective every year thereafter on 1/1, unless
mutually agreed to otherwise in writing by Magnolia River and Client.
• Subsistence for lodging, meals, and incidentals as defined by the GSA is
guaranteed and will be billed to the client for scheduled worked and travel days.
− Mileage for mobilization and demobilization will be billed at the standard
IRS rate to/from the Magnolia River employee home office/home site to the
project site. − Travel time for mobilization and demobilization will be billed at the hourly
rate which corresponds with the labor category. A maximum of eight (8)
hours travel time per day will be charged for travel.
− Per diem (lodging and meals) for mobilization and demobilization for the
number of required travel days to/from the project location.
• Non-GSA travel costs (airfare, rental car, etc.) and Other Direct Costs (ODC)
incurred by Magnolia River, such as equipment rental, software license
fees/maintenance, shipping, etc., will be invoiced to Client separately at cost plus

• Included in these hourly rates, Magnolia River will obtain all software needed for it
to perform its professional services. These rates do not include providing Client
with a license to view or use the deliverables. Client may need its own license(s) to
the software(s) to view or use the deliverables.
• All sub-contractor invoicing shall be at cost plus 20% markup. (A copy of sub-
contractor invoices shall be attached with the Magnolia River invoice at time of
submission).
