supported by the Planning Fund, evaluate whether the current bundled fee approach effectively
captures and allocates costs across participating departments, benchmark Bozeman’s
structure against peer Montana and Mountain West communities, and deliver actionable
recommendations that improve cost recovery and long-term fee stability. Our solutions are

THE CHALLENGE: THE REAL COST OF USER FEES
When a government charges a fee, the key question is whether the price covers the actual cost.
Cost is a fact, while price is a policy decision. The City’s opportunity is to align policy with a
defensible accounting of direct and indirect service delivery costs, including staff time, benefits,
operating costs, technology, administrative support, overhead, and the contributions of
departments such as Community Development, Transportation and Engineering, Parks and
Recreation, and Fire. Our role is to build a transparent model that reflects how services are
actually delivered, identifies where services are subsidized, and clarifies options to improve
equity, consistency, and comprehensiveness.
THE SOLUTION: USER FEE STUDY FROM MGT
MGT’s user fee study will pinpoint the full cost of planning review services by application type
and by department, evaluate the effectiveness of the current fee structure, and present several
options to improve cost recovery. We will also benchmark Bozeman against comparable

Experience
The Situation in the City of Bozeman
Bozeman is experiencing sustained population growth and development pressure that has
increased the complexity and volume of planning review services. While the City recently
increased planning fees, revenues in the Planning Fund continue to fall short of projected
expenditures. This indicates not simply a pricing issue, but a structural cost recovery challenge.
We understand the City seeks to conduct a comprehensive cost of service analysis that
captures the full cost of planning and development review activities across Community
Development and participating departments such as Transportation and Engineering, Parks and
Recreation, and Fire. The City also seeks to evaluate whether its current bundled fee structure
equitably allocates costs and to benchmark against peer Montana and Mountain West
communities.
The opportunity before the City is clear:
• Achieve full cost visibility across departments.
• Improve cost recovery while maintaining development stability.
• Ensure equitable allocation of service costs.
• Provide City Commission with clear, defensible policy options.
This project is not simply about increasing fees. It is about aligning policy with transparent,

The Solution: User Fee Study from MGT
A user fee study from MGT will provide the City with a clear, defensible understanding of the full
cost of planning and development services and the data necessary to support informed fee
setting decisions. Our approach combines detailed cost modeling, cross departmental analysis,
and practical policy evaluation to ensure fees reflect actual service delivery.
MGT brings extensive experience conducting municipal cost of service and fee studies across
Montana and nationwide. We understand the operational realities of multi-department review
processes and the importance of presenting findings in a manner that is transparent, legally
defensible, and accessible to leadership and Council.

Council for consideration.
We remain available throughout adoption and implementation to ensure the City can confidently
operationalize the study’s recommendations.
Goals of this Project: The goal of this study is to calculate the full cost of planning and
development services by application type and department, identify current cost recovery
levels, and provide the City with clear options for aligning fees with actual service
delivery costs. Where policy considerations support partial cost recovery, we will provide
transparent modeling that clarifies subsidy levels and General Fund impact so
leadership can make informed decisions.
Clear Community Benefit: A defensible fee structure promotes fairness and
transparency. Applicants pay for the services they receive, and taxpayers are not
required to subsidize development activities unless intentionally directed by Council
policy. A well-designed cost recovery framework strengthens fiscal stability, supports
long-term planning operations, and enhances public trust through clear and data driven
decision making.

The City will also retain a customized cost model that can be updated over time, allowing
leadership to adjust fees as service levels, staffing, or development patterns evolve. This
ensures the value of the study extends beyond adoption and supports long-term fiscal stability
and operational clarity.
MGT’s Approach and Methodology
This section outlines MGT’s methodology for conducting the Planning and Development
Permitting Fee Analysis in accordance with the City’s RFP. Our approach is structured to deliver
a comprehensive cost of service analysis, evaluate the effectiveness of the current fee
structure, benchmark peer municipalities, and provide clear, actionable recommendations to
improve cost recovery within the Planning Fund.
We will evaluate existing planning and development fees, including business licenses and short-
term rental permits, and allocate direct and indirect costs across all planning services. Our
analysis will ensure that all relevant costs are accurately captured and transparently reflected in
recovery calculations. Additionally, an MGT fee study will provide Bozeman will staff utilization
rates and a breakdown of fee vs non-fee related workload. Analyzing utilization creates another
layer of checks and balances within the studies which provides validation to the data and is a

key factor in a successful study. MGT considers a successful study to be one that is approved
and accepted at levels of City leadership. Incorporating and analyzing all layers of costing,
volume of activity and staff utilization are the foundation of a successful study.
Project Work-Time Breakdown
Based on years of experience, MGT proposes the following breakdown regarding the
approximate amount of time our consultants will spend on various aspects of the project.

This breakdown assumes two full rounds of feedback and edits toward a final draft, which is
then submitted for approval. Controlling the number of rounds of edits is a vital factor in
keeping the project on schedule and matching the cost of the work to the agreed price. We
could provide more rounds of edits, but our quote is based on limiting their number.
Proposed Work Plan
The following is a detailed work plan that identifies the tasks necessary to complete the study.
MGT approaches user fee engagements in five separate tasks. Each task reflects a linear
progression of the overall project. Within each task we have identified activities designed to
achieve the City’s objectives for this project.

Effective and Continuous Communication
Effective and continuous communication
between the MGT Project Director, the City’s
Project Officer, MGT team members, and
stakeholders is one of the most critical aspects of
project management. The MGT Project Director
will actively seek input and feedback from the
City’s Project Officer and key stakeholders at
each stage of this study. MGT’s Project Director
will regularly communicate information about the
study’s progress and problems which may arise
before becoming a larger issue. A sample of the
communications report we use frequently is
shown in Exhibit 3.
Project Management
Each proposed senior level consultant is an
expert in applying various project management
methods and techniques to cost allocation
projects. This expertise is rooted in completing
hundreds of cost allocation plans and user fee
studies, many for jurisdictions similar in size to
the City and many requiring negotiations with
state and federal auditors. Additionally, all MGT
consultants attend regular peer group reviews
and training sessions to continuously refine their
project management, client service and OMB A-87 (CFR Part 200) skills.
Our approach is to jointly establish a framework of firm timelines and milestones with each
client based on that client’s unique circumstances and needs. Aside from fixed deadlines and
milestones, however, the framework is flexible to accommodate each client and even each
annual project for recurring clients.
MGT’s project management process and client satisfaction components are graphically
represented below in Exhibit 4. We have found that focusing on these six components of client
satisfaction ensures that the work is properly performed and that milestones are met on

The success of a consulting engagement depends on the
qualifications of the project team and the way in which the project
is structured and managed.
While firm qualifications are important, the success of this engagement ultimately depends on
the experience and coordination of the proposed project team. MGT’s team brings extensive
experience conducting municipal cost of service and planning and development fee analyses
for cities throughout Montana and Mountain West. Our consultants have a strong track record
evaluating multi-department review processes, allocating direct and indirect costs, and
developing defensible cost recovery models that support informed policy decisions.
Proposed Project Staff
Successful completion of this engagement depends on a coordinated and experienced team
with direct expertise in municipal cost of service and planning and development fee analysis.
MGT’s proposed team brings significant experience evaluating multi-department review

Our consultants average more than 15 years of experience conducting municipal cost allocation

Staff Roles and Responsibilities
City of Bozeman’s Project Officer ▪ TBD
MGT suggests the City appoint a single point of contact to serve as the Project Officer. The Project
Officer will have primary responsibility and final authority over all activities, and they will provide
project guidance and direction to the MGT team. The Project Officer will approve the contract, work
plan, and final report. All project correspondence, progress reports, and final reports will be delivered
to the Project Officer.
MGT Project Director ▪ Parul Patel, Director
The MGT Project Director is the primary person responsible for ensuring the resources to conduct the
study are available from start to finish and that the team fulfills all contractual requirements, produces a
quality report, and meets all project deadlines. They are the main point of quality control, have final
authority for the project and deliverables, and help resolve conflicts over any project issues.
In addition, they will be responsible for the day-to-day management of all project activities to include
refining procedures, assigning and monitoring all activities, and maintaining frequent contact with the
City’s Project Officer throughout the lifecycle of the project. The MGT Project Director will lead key
meetings and presentations.
MGT Project Manager ▪ Mike Adams, Manager & Development Specialist
The Project Manager will conduct interviews and review best-practice fee structure alternatives with
staff. They will lead department interviews and coordinate scheduling, data collection, follow-up phone
calls, and emails. The Project Manager will also calculate the full costs of existing and new for-fee
services and estimate fee-for-service revenues. This project team will prepare draft reports, and review
draft and final reports with the City’s officials. The MGT Project Manager will also participate in key
meetings and presentations.
MGT Subject Matter Expert ▪ Diana Hancock, Manager
The Subject Matter Expert (SME) will provide technical support and advice to the team, utilizing their
respective areas of expertise. As currently envisioned, they will provide advice and technical
assistance in shaping approach and methodology and deliverables produced by the team. They will
ensure team members are regularly informed about relevant research and best practices related to the
project.

Parul Patel
Director
Parul Patel holds an M.B.A. and has over 12 years of professional
government consulting experience and project management
experience in finance and accounting. During her career, she has
worked with over 75 agencies including states, cities, counties, and
special districts on cost accounting projects. She has assisted
agencies in maximizing general fund cost recoveries from federally
funded programs and enterprise and special revenue funds. Her
range of experience includes Government Cost Allocation Plans (2
CFR Part 200), Full Cost Allocation Plans (GAAP), User Fee Studies,
Indirect Cost Rate Proposals, and Financial Reporting and Analysis.
Prior to joining MGT in 2013, Ms. Patel held various consulting
positions with MAXIMUS, Inc., for seven years. Her experience
includes project management, financial management and
leadership roles and tasks. She develops and prepares cost
allocation plans and indirect cost rate proposals in accordance with
the Federal principles of GAAP and 2 CFR Part 200. She has worked
closely with the California State Controller’s office and other

Mr. Adams has over 20 years of experience with local government
cost accounting, conducting user fee studies and cost allocation
plans. His career spanned multiple firms, holding positions with
Maximus, Public Resource Management Group and MGT. Mr.
Adams holds a Bachelor of Science in Business from the W.P.
Carey School of Business at Arizona State University.
Mr. Adams specializes in fee structures and funding models for
commercial and residential development and has a deep
understanding of Engineering, Planning, Building and public safety
operations. He led a comprehensive fee study for the Environmental
Health division of the County of Los Angeles Department of Public
Health. The study analyzed $90m that was associated with 200
service offerings which provide in excess of 200,000 annual
permits, reviews and inspections. The study determined that $15m
of potential new revenue could be generated.
Mr. Adams also performed a cost of services study for the Orange
County Fire Authority. OCFA provides over 350 Fire Prevention
services for all 23 member cities within Orange County. He has
done elaborate comparative and recovery studies for clients. His

MGT proposes to provide the services described in this proposal for a fixed fee of $29,131 This
fee includes approximately 122 consulting hours dedicated to completing the Planning and
Development Permitting Fee Analysis as outlined in the RFP, including cost of service modeling,
peer benchmarking, draft and final reporting, and presentation to City Commission.
The proposed scope and budget reflect our understanding of the City’s requirements and
project timeline. Should the City request modifications to the scope, we are prepared to discuss

Method of Payment
MGT will provide invoices to the City according to the milestones outlined below. It is customary
for MGT to invoice 10% of the contract price at the time of project initiation or contract
execution. This invoiced amount covers MGT efforts on strategy sessions, preliminary on-site
meetings, project planning, and items not tied to fixed fee tasks outlined in the proposal. The
subsequent invoices are dependent on milestones and deliverables.

Project Assumptions
Our work plan and proposed fee for this project were developed with several key assumptions
about the project. Changes to these assumptions may impact either or both our methodology
and proposed fee. We welcome the opportunity to meet with the City to review these
assumptions, validate, or adjust these assumptions based on more complete information, and
adjust the work plan and/or budget accordingly.
Below, we present our assumptions:
• The City will designate a Project Officer for this project. This person will function as the
primary point of contact for the project, and coordinate and facilitate the flow of
information and communication between the City, key stakeholders, and MGT.
• The City’s Project Officer will ensure that comments on draft documents are
consolidated into a single document, and any conflicting comments are reconciled
before delivering the comments to MGT.
• We have provided for three drafts in this proposal. If additional drafts are necessary, it
may impact the fees.
• MGT will have access to and cooperation and participation by staff and management.
MGT expects to have reasonable, timely access to the City’s personnel and data. If the
City stops the project for any reason, MGT will be due all fees for services performed to
date.
• If necessary, meeting facilities will be arranged for and used at the expense of the City.
The City will provide all requested documents at its own expense.
• All costs and other data provided by the City will be considered accurate and valid. MGT
will not be responsible for the audit and/or verification of any cost or other data provided
by the City.
• If the City changes its accounting system and/or significantly changes its chart of
accounts so that cost data cannot be matched to prior calculations, it may impact the
fees as these efforts are not part of the fixed price.

• MGT plans to conduct services – including status meetings, interviews, and
presentations – remotely. If the City wants onsite services, we would be willing to do so,
subject to adding the reasonable cost of travel expenses to our quote. Travel expenses
will only be charged in the event travel occurs.
