May 4, 2026; 7:30 a.m. [Please distribute to all members of the Community Development Board in time for their meeting tonight. Thank you.] Dear Community Development Board (CDB) members: I am writing as an individual Bozeman resident to comment on Action item H.1 - UrbanForest Management Plan (UFMP) Work Session (as follows): The UFMP 2026 will be a 10-year aspirational plan that has the potential to inform updates to the City's Unified Development Code (UDC). To maximize such a potential, the mostimportant sections of the UFMP 2026 will be an updated Vision Statement and an updated Mission Statement. However, the current draft of the UFMP 2026 lacks updates to both ofthese statements, which unfortunately could lead to the UFMP 2026 becoming moot. By working definitions: A vision statement outlines an organization's or plan's long-term goals and aspirational impact, whereas a mission statement defines an organization's orplan's daily operations and who it serves. A vision statement is more foundational than a mission statement because a vision statement defines where you are going in the longterm, whereas a mission defines what you need to do to get there. Arguably, then, the most important section of the UFMP 2026 will be its mission statement. As such, I offer the following language for updating the UFMP 2026 Mission Statement: The vision of the UFMP 2026 is to protect and enhance (1) the ecological function of Bozeman's urban forest (all trees on public and private lands) and (2) the non-consumptive, beneficial ecosystem services that Bozeman's urban forest provides to the community as a whole. If the CDB supports this suggested language for updating the UFMP 2026 Vision Statement, then the Forestry Division should be able to craft a mission statement to supportit.
