R-B allows buildings up to 45 feet and five stories. Nothing within sight of that parcel comesclose to that. Harvest Creek is single-family homes. The duplexes on the north side of Annie
Street are one story. Cottage Park Lane is single-family. The surrounding density is at orbelow six units per acre, which is exactly what R-A is designed for. Dropping R-B into that
context is textbook spot zoning, and Montana courts have been clear that spot zoning isdisfavored for good reason.
My child uses Annie Street to get to Emily Dickinson Elementary every day. The plan to
extend Annie Street through to Oak Springs with a roundabout at Fowler and no installedtraffic calming turns a school route into something genuinely dangerous. Recent experience in
Bozeman has shown that roundabout-plus-crosswalk combinations create problems forpedestrians, especially children. I am asking the Commission to require definitive speed limits
and physical traffic calming as a condition of any annexation approval — not a promise, not astudy, actual installed measures.
BCP Goal N.1.11 calls for gradual and predictable density increases in developed areas. R-A
satisfies that goal. It allows a range of housing types up to two stories while respecting what'salready been built around it. Deputy Mayor Fischer and City Manager Winn both said on April
14 that no four- or five-story development would go on the adjacent city-owned parcel. Thesame logic applies here. Please deny or delay Application 25775 and direct staff to consider R-
