Do not click links or open attachments unless you recognize the sender and know the content is safe. I have family in and commuted through the Harvest Creek area for over twenty years. I've watched this neighborhood grow carefully, house by house, street by street, always within the rules everyone agreed to follow. Sowhen I see Application 25775 proposing R-B zoning on the Hanson Lane parcel, my first reaction is simple: why arewe changing the rules now? Every property surrounding this parcel is single-family residential, zoned R-1 or R-2, built at or below six units peracre. Cottage Park Lane is single-family homes. The north side of Annie Street is single-story duplexes. Nothingnearby exceeds two stories. Dropping R-B into this setting, which allows five-story buildings at densities that dwarfeverything around them, is spot zoning. Montana courts have been clear that spot zoning is disfavored, and I wouldask the City Commission to look at Greater Yellowstone Coalition v. Board of County Commissioners beforecasting a yes vote on Tuesday. My grandchildren use Annie Street to get to Emily Dickinson Elementary. Every school day. The Fowler Connectorwill turn Annie Street into a through-route, and without installed traffic calming before that road opens, it becomes adangerous shortcut. A roundabout with a crosswalk is not a solution, and recent experience in this city has shownexactly why. I want a pedestrian impact study and confirmed speed limits as conditions of any annexation approval,not promises made afterward. R-A zoning satisfies the Community Plan's Urban Neighborhood designation. BCP 2025 Goal N.1.11 calls forgradual and predictable density in developed areas over time. R-A does that. R-B does not, not here, not surroundedby built-out R-1 and R-2 neighborhoods with no transit and no services within a reasonable walk. On April 14,Deputy Mayor Fischer and City Manager Winn pledged publicly that no four- or five-story buildings would go onthe adjacent city parcel. The same logic applies here.
