The City Commission will hear this on May 5, and I'm asking you to deny R-B zoning and direct staff to consider R-A instead. R-A fits. It matches the development pattern on every sideof this parcel — single-family homes, a few duplexes on the north side of Annie Street, and the Harvest Creek subdivision immediately adjacent. Under UDC 2025, R-A holds theattributes of the old R-1 and R-2 zones: one and two stories, a 40-foot height cap, density at or below six units per acre. That's what's already here. R-B, by contrast, would let a developerbuild five-story buildings as of right, with only a building permit required. Annie Street concerns me most. When this annexation goes through, Annie Street becomes a through connection toward Emily Dickinson Elementary. Kids walk that route. My ownneighbors' children walk that route. A roundabout at Fowler and Annie without installed traffic calming is a real hazard — Bozeman has seen what happens when crosswalks arepaired with roundabouts and drivers don't yield. I'd ask that any annexation approval be conditioned on definitive speed limits and traffic calming measures, with a pedestrian safetystudy completed before the vote, not after. More than 90 public comments have already been submitted opposing R-B. The Community Development Board recommended approval anyway. I'm asking the Commission to do better.Please extend the public comment period, commission a traffic impact study, and zone this parcel R-A. Austin Newman
