Bozeman Community Plan Goal N.1.11 calls for gradual and predictable density increases in developed areas. Dropping R-B zoning into the middle of an established R-1 and R-2 neighborhood is neither gradual nor predictable.R-A satisfies the Urban Neighborhood designation just as well, and it won't put five-story buildings next to people'sback fences. I'm also worried about what happens to Annie Street once this annexation goes through. Connecting Annie Street asa through route toward Emily Dickinson Elementary, without installed traffic calming, turns a road my neighborswalk every day into a cut-through. A roundabout at Fowler and Annie is not enough. Before any vote, theCommission should require a pedestrian impact study and definitive speed control measures, not promises madeafter the fact. On April 14, 2026, Deputy Mayor Douglas Fischer and City Manager Chuck Winn said publicly that no four- orfive-story development would go on the adjacent city-owned parcel. The development constraints are identical onboth properties. If that pledge means anything, the zoning outcome should be the same here.
