At the very end of the study commission meeting I asked how the 28% was derived. MikeMaas explained that the estimate was made with the help of the City's GIS group. They estimated population (of residents not businesses) in the NA boundaries. This was done inOctober 2025. This was before SCAN and Valley West, correct? So the number, using that same method (however problematic) should now be greater. Emily, thank you for agreeing to help the INC group and for your insight. Zehra Osman (currently working on INC By-Laws), Emily Talego (past INC Board Chair and with a vast wealth of INC corporate knowledge) and Mark Campanelli (as his time permits and an initial INC member who engaged with the Study Commission on this last year), will "work it" as the INC team. As Board Secretary for INC, I will stay in the communication loop to document this work as appropriate for INC records. With this email, the five members of this new combined subcommittee are now invited and encouraged to reach out to each other and plan their next steps together to finish the draft of the INC that the Study Commission had previously been working on.
