Harvest Creek Welcomes Next Steps in City Bargaining
Bozeman, Montana. On April 14, 2026, the City of Bozeman released its
Fowler Community Housing Project Report. At Tuesday night’s City Commission meeting, Deputy Mayor Douglas Fischer announced the release of the report at the start of the Commission session. Both the Deputy Mayor and City Manager Winn emphasized the City would not build 4 or 5 story buildings in the Fowler Housing Project. Deputy Mayor Fischer observed there is no “predetermined vision” of that property, that the City sought three things on the Fowler property: housing, affordability and an ownership model. Harvest Creek Owners’ Association Board member Heather Higgs observed the
report appears to make some progress on the concerns raised by Harvest Creek on the City’s Fowler Community Housing Project. Ms. Higgs said
Harvest Creek is relieved to hear that 4 and 5 story buildings are ruled
out, but remains concerned about 3 story buildings. Ms. Higgs noted in response to Deputy Mayor Fischer’s reference to dozens of recent public comments that all have been filed in connection with a pending Annexation Application number 25-775, known as the Hanson Lane Annexation, which is immediately adjacent to the Fowler Housing Project site. According to Ms. Higgs, the zoning of both parcels face the same challenges, and the outcomes should be the same R-A zoning to avoid disfavored spot zoning. The Annexation seeks an R-B designation, precisely the zoning designation that the Harvest Creek community fears.
The Harvest Creek community has mobilized and filed over 100 public
comments expressing concerns about the Hanson Lane Annexation. Ms. Higgs reiterated the intent of Harvest Creek to participate actively in the consensus process. While Harvest Creek was unaware the City had abandoned the drawings it presented to the community in July 2025, Ms. Higgs noted, if that is the case, it is encouraging.
