Hello TIF Advisory Board members:
I am unable to attend tomorrow's meeting but wanted to submit comment, even though I willbe repeating comments I already submitted to you after your last meeting.
I am disappointed and frustrated reading the Northeast Urban Renewal District FY 2026Annual Report, FY 2027 Work Plan and Budget and FY 2028 Work Plan and Budget. I see aline item for "ROW Improvements on Church between Cottonwood & Aspen": $80,000 forDesign in FY 27 and $500,000 for Construction in FY 28.
Let me be clear: the neighborhood is NOT interested in spending nearly $600,000 in TIF fundsfor this project. Perhaps it was an interest in the previous TIF board, but this was discussed atour bi-annual Fall meeting and neighbors are satisfied with this stretch of N. Church as it is.
What they ARE interested in is ROW Improvements on Church between Tamarack andJuniper. I will not reiterate the details here; you can read that in my previous comments.
To be honest, I feel that I followed a process that has not been followed by staff. I met withEconomic Development staff before the Fall 2025 meeting and agreed to solicit feedback fromthe neighborhood about TIF priorities, because staff was unable to attend. I did that, andsubmitted it back to staff.
Apparently it was not read, because it is not reflected in the budget. I ask that you do notapprove the budget as submitted by staff until that line item is removed and replaced by ROWImprovements on Church between Tamarack and Juniper.

We sent the attached correspondence to Amy Kelley Hoitsma in December. In bullet point 3 we
wrote:
Unfortunately, a pocket park at Tamarack and Juniper is infeasible as the property being
redeveloped on the corner of Rouse and Tamarack will need to make that zone an alley.
However, we are proposing park enhancements to the Church Street right of way between
Cottonwood and Aspen on the east side of Bozeman Creek. We are imagining a natural kind of
parklet in this area.
In addition, the Transportation and Engineering Department explained to us that turning Juniper St
into a park would deprive at least one private parcel of legal access to their property. There is also an
approved infrastructure plan that shows the alley utilized for access to an adjacent parcel. In short,
we don’t currently have the authority to use the right of way in this manner. If the City Commission
formally abandoned the right-of-way and dedicated it for a different purpose, we could engage this
issue. For now, it’s not an option for inclusion in our work plan and we communicated that to the
constituent months ago.
We would be happy to discuss this further during the budget discussion today.

Hi Amy,
I wanted to close the loop on a few things with you before I leave the office for a few months.
Since we received NENA feedback David and I have met with the forestry department, utilities,
engineering, parks, and outside consultants to run down all of the ideas that came from NENA.
We are still working on balancing it all out in the budget so this is subject to change. As we
move further along in the process, we will need to speak with a few more folks. Here is where
we are in regards to what we saw from the NENA meeting.
Forestry has given us a few ideas on ways and locations to implement more trees and
help the existing trees thrive. They will be included in the upcoming budgets.
As See Bozeman Creek takes shape, our department will work with engineering and
parks on where to plug TIF funds in when the time is right. It will not be called out
specifically in the budget draft as of now since we are not sure when/how to get
integrated in the project.
Unfortunately, a pocket park at Tamarack and Juniper is infeasible as the property being
redeveloped on the corner of Rouse and Tamarack will need to make that zone an alley.
However, we are proposing park enhancements to the Church Street right of way
between Cottonwood and Aspen on the east side of Bozeman Creek. We are imagining a

The Depot is not something we can do on our own, but if a redevelopment application
comes in we hope to support public improvements for the property.
We cannot financially support a sound barrier for the interstate with District funds. We
are still working on the rail road quiet zone though.
The parks department is working through their parks and trails long-term plans and
when northeast sections come up, we will support those. Since none are proposed in
the next 2 years, they will not be reflected in this budget.
Our engineering department has agreed to remove the traffic calming device on
Wallace. We will budget for that, but the timing is subject to their schedules.
We are going to add acquisition of future parkland into future projects so we can be
responsive if the opportunity arises.
We saw a note about the Boulder Park and wanted to relay that improvements to the
Boulder Park will be done by the developer of Bozeman Yards as is required of the
property owners.
Again, this is all subject to change as we dig further into each project. The next chance to
engage with the budget will be at a future board meeting of the Bozeman TIF board sometime
in the new year (sorry I don’t have an exact date for you, we are doing the budget really early
this year to accommodate my schedule).

Hi Amy,
I can read them! David and are going through all of them tomorrow morning. It looks like a tree
program, participation in See Bozeman Creek, and a pocket park at Tamarack and Juniper
have the most votes. Potential new projects were renovate/restore the depot, a sound barrier
to block interstate noise, bike path, and removing the traffic calming landscaping on Wallace.

Were you able to interpret those pads we used for prioritizing NURD projects? I failed to writeit all down on my end -- what were to top three projects? And what were the potential new
ones brainstormed? I'm editing the minutes from the meeting.
