I am writing as a resident of 1057 New Holland Drive to voice my strong opposition to the
proposed R-B zoning for the Hanson Lane annexation, Application 25775. As someone who
has lived in this area for nearly a decade, I am deeply concerned that introducing five-story
buildings into a neighborhood defined by single-family homes is an example of textbook spot
zoning. The existing infrastructure, including our water, sewer, and stormwater systems, was
never designed to support the intensity of a high-density mixed-use development.
Furthermore, the plan to extend Annie Street as a through-way without established traffic
calming measures creates a significant safety risk for the children walking to Emily Dickinson
Elementary. The Community Plan’s goals can be satisfied through R-A zoning, which aligns
with the surrounding residential pattern of six units per acre. Jumping to R-B skips necessary
transitions and sets a dangerous precedent for the entire Fowler Avenue corridor. This
proposal feels rushed, with insufficient public notice provided to those of us who will be most
impacted by the resulting light pollution, noise, and loss of wildlife corridors. Beyond the
environmental degradation, there is the very real threat of a negative impact on our property
values. I formally request that the Community Development Board postpone any vote until a
comprehensive environmental and traffic impact study is conducted. We need to ensure that
Bozeman’s growth is responsible and respectful of the taxpayers who have invested in this
community for years.
The choice of where to set down roots and become part of a community and invest in
property is one of the most crucial decisions for a family. The decision to purchase property in
the Harvest Creek HOA in Bozeman was based on private property rights, zoning, and Home
Owner Association covenants. The changes being presented are so far removed from what
we could have possibly anticipated. Clear and forthright justification for the community need
and benefit for making such dramatic changes to the one of the oldest
subdivisions/neighborhoods in Bozeman should be the responsibility of the City. It should be
fully publicized with the many implications to every resident in Bozeman clearly identified.
The current process at best is hurried and short sighted and at worst appears as an
uncompensated eminent domain overreach of the Harvest Creek subdivision resident's
property.
