If you have a disability that requires assistance, please contact our ADA Coordinator, David Arnado, at 406.582.3232. 2 Memorandum REPORT TO:Transportation Board FROM:Nicholas Ross, Director of Transportation and Engineering SUBJECT:Staff Updates MEETING DATE:April 22, 2026 AGENDA ITEM TYPE:Citizen Advisory Board/Commission RECOMMENDATION:Receive staff update and participate in discussion. STRATEGIC PLAN:1.1 Outreach: Continue to strengthen and innovate in how we deliver information to the community and our partners. BACKGROUND:The Director of Transportation and Engineering, Nicholas Ross provides the Board with staff updates and transportation related items. N 27th: Baxter to Cattail Notice of Award The Department received five bids to construct N 27th from Baxter to Cattail with a low bid of $5,332,520.25. Substantial budget savings are anticipated based on the Engineer's Estimate of $7.5m. 2026 Street Maintenance Notice of Award The Department opened bids for our 2026 Street Maintenance project on March 18th. The apparent low bidder came in at $1.6m with an Engineer's Estimate of $2.1m This project includes mill and overlay of Baxter from Riata to Cottonwood, N 15th from Durston to Oak, and Babcock from Willson to Rouse. ADA and pedestrian safety improvements totaling more than $200,000 are included in the contract across all routes with substantial work to add curb extensions at Babcock/Black and Babcock/Bozeman. Oak & Ferguson Signal Improvement Accelerated Procurement The Department has accelerated procurement of traffic signal poles for the Oak and Ferguson Signal Improvement project anticipated to begin construction this July. This project will improve safety and intersection capacity by constructing missing left turn lanes on Oak St and modifying signal phasing to provide protected left turn movements. A 2023 safety study of Oak St west of N 27th found the intersections with Flanders Mill and Ferguson to have a crash frequency and severity rates well above predictive performance. The Department completed safety improvements at Flanders in 2025 and will complete the 3 Ferguson improvement in 2026 using Impact Fee and Arterial & Collector funds. Accelerated procurement of signal infrastructure was chosen to reduce risk of project delay due to long lead times the industry continues to face post-pandemic. Bids for the overall project will be opened April 3rd. Shared Use Path: S 19th Lincoln to Kagy The Department has completed in-house design of a shared use path on S 19th from Lincoln to Kagy (FY26 A&C016). This project will improve existing sidewalk sections into a shared use path to provide a separated bicycle facility along a stretch of narrow bike lane adjacent to a high volume, high speed route. Bidding and construction anticipated summer of 2026. College St: 8th to 11th Final Design Final design plans for the renovation of College St from 8th to 11th are on track to be complete by the end of March. Bidding is anticipated for late April/early May with construction to begin in the summer of 2026. McIlhattan Road Bikefill Improvements The Department is completing final design in partnership with GVLT for the reconstruction of the gravel portion of McIlhattan Road. Roadway improvements will remediate slope failures that have caused the road to be reduced to a single lane in sections while adding guardrail to support safe access to the upcoming Bikefill mountain bike park. The project will now advance to bidding and construction in the summer of 2026. Fowler Ave: Oak to Durston Update Final plans for the first construction segment of the Fowler Avenue Connection from Oak to Durston are complete and staff continues making good progress on final right of way acquisition. Staff intends to bid this segment this summer to take advantage of the competitive bidding environment, but first must finalize right of way acquisition to reduce risk of project delays and cost penalties. Staff will host a final public meeting for this first construction segment from Oak to Durston consisting of plans display and construction schedule update once the project has been awarded for construction. SS4A Safety Action Plan RFPs The Department received five responses to a request for qualifications to complete the city's Safe Streets for All (SS4A) Safety Action Plan. This grant-funded safety plan will be completed with the upcoming Transportation Master Plan update to provide the city's first full transportation safety plan. Two demonstration activities are included in the planning which consist of implementing a customized safety data platform for the city and installation of safety data collection hardware and software at eight signalized intersections. 2026 Neighborhood Traffic Calming The Department received 16 applications in the first year of our 4 Neighborhood Traffic Calming program. Staff will now complete the screening and data collection process with implementation of qualifying projects to begin this summer. She urges cities and state bodies to provide maps of charging ports that will entice drivers and ease worries of being stranded when switching to electric vehicles. STRATEGIC PLAN:1.2 Community Engagement: Broaden and deepen engagement of the community in city government, innovating methods for inviting input from the community and stakeholders. BACKGROUND:City Advisory Boards operate from a two-year work plan that are connected to City Commission priorities. City Staff Liaisons to Advisory Boards are responsible for compiling the work plan with support from each Board. Staff held a work session with the Board in January 2026 to gather input on work plan items. Based on feedback received, the draft work plan presented in the work session has been amended to include an item on residential permit parking district boundaries. Director of Transportation and Engineering SUBJECT:Transportation Master Plan Intro and Scoping MEETING DATE:April 22, 2026 AGENDA ITEM TYPE:Citizen Advisory Board/Commission RECOMMENDATION:Provide feedback on the scope of work for the FY27 Transportation Master Plan update. STRATEGIC PLAN:1.1 Outreach: Continue to strengthen and innovate in how we deliver information to the community and our partners. BACKGROUND:The city of Bozeman will begin updating its 2017 Transportation Master Plan (TMP) in July of 2026. This project has been included in the FY27-31 Capital Improvement Plan as "TMP27" for reference. Participation in this master plan update will be a key item in the 2026-2027 Transportation Advisory Board Work Plan. In this agenda item, staff will provide an overview of the purpose and need for the TMP and seek input on the scope of work for the upcoming update. Scope discussion will include which sections of the 2017 TMP should be continued, are no longer necessary, and what new topics should be studied. The Board is encouraged to review the 2017 TMP prior to the meeting. UNRESOLVED ISSUES:None. ALTERNATIVES:None. FISCAL EFFECTS:TMP27 is budgeted for $250,000 in the FY27-31 CIP. I move to appoint BOARD MEMBER and BOARD MEMBER as members of the Administrative Review Board for a term to expire at the end of their term on Transportation Advisory Board. I move to appoint BOARD MEMBER and BOARD MEMBER as ALTERNATES of the Administrative Review Board for a term to expire at the end of their term on Transportation Advisory Board. STRATEGIC PLAN:7.3 Best Practices, Creativity & Foresight: Utilize best practices, innovative approaches, and constantly anticipate new directions and changes relevant to the governance of the City. Be also adaptable and flexible with an outward focus on the customer and an external understanding of the issues as others may see them. BACKGROUND:Administrative Review Board. The Administrative Review Board (ARB) consists of three (3) Parking Commissioners, appointed by a majority vote of the Parking Commission, to make a final determination when a citizen requests review of a citation appeal decision made by the Parking Program Manager. The terms of the Parking Commission serving on the ARB shall run commensurate with their term on the Transportation Advisory Board. The ARB shall keep minutes of all proceedings, and operate according to procedures established in the Bozeman Municipal Code. The ARB will establish a calendar for its meetings, to be publicly advertised, and appoint a Chair to lead meetings. In addition to appointing members to serve on the ARB, the Parking Commission shall appoint at least two other members to serve as alternates on the ARB. An alternate shall serve when a standing member of the ARB is unable to attend a meeting. The alternates have the same duties and authority as the standing members of the ARB.
