Dear Bozeman City Commissioners,
I am writing to formally oppose the proposed R-B rezoning for the Hanson Lane annexation underApplication 25775. As a homeowner at 1079 New Holland for nearly a decade, I am deeply concernedthat this proposal represents a textbook case of spot zoning. The surrounding Harvest Creek and CottagePark areas consist of R-1 and R-2 single-family homes.
Introducing five-story mixed-use buildings into this established low-density neighborhood is entirelyinappropriate and will permanently alter our community character. This area lacks the transitinfrastructure and nearby services required to justify R-B intensity.
Furthermore, the extension of Annie Street as a through-way toward Emily Dickinson Elementary createssignificant safety risks for the children in our neighborhood, including my own, who walk and bike theseroutes daily. As the recent death at a nearby crossing evidences, all of the traffic and speed limitssurrounding the Dinosaur Park should be re-evaluated for safety as Emily Dickinson Elementary School,Chief Joseph Middle School and Gallatin High School are ALL within two sections of this park. I have afourteen year old son who has nearly been hit two times this year on the roads surrounding the DinosaurPark going to or walking home from Chief Joseph Middle School - traffic safety and speed limits in theseareas MUST be reconsidered for the safety of not only our children but all in this community.
As it relates to zoning - I strongly urge the Community Development Board to consider R-A zoninginstead, which satisfies the Urban Neighborhood designation while respecting the existing developmentpattern.
I also request an extension of the public comment period and a comprehensive traffic impact study beforeany vote is taken.
We need to ensure that the infrastructure can handle this shift without placing the tax burden for newupgrades on current residents. Moving forward with R-B zoning in isolation risks undermining theconsensus-based engagement process currently underway for the broader Fowler corridor and is notconsistent with existing zoning and infrastructure.
