To the Community Development Board and City Commission,
I am writing to express my strong opposition to the proposed annexation and R-B rezoning of the Hanson Lane
(Annie Street) parcel (Application 25775). As a homeowner at 2704 Rose St, I've observed this area carefully for
several years, and applying R-B zoning here, allowing buildings up to 45 feet and 5 stories, is a clear example of
spot zoning. This intensity is completely out of character with the surrounding R-1 and R-2 single-family homes,
which largely maintain a density of six units per acre or less. R-A zoning, which aligns with existing development
patterns, would appropriately satisfy the Community Plan's Urban Neighborhood designation without imposing such
an excessive and mismatched density. Furthermore, this area lacks the transit options and readily accessible services,
with the nearest shopping over a mile away, that would justify an R-B designation. Approving R-B here sets a
dangerous precedent for all parcels along Fowler Avenue between Durston and Oak, threatening to transform our
established residential community. I also have significant safety concerns regarding the proposed extension of Annie
Street as a through-street towards Emily Dickinson Elementary, which, without adequate traffic calming, will
become a dangerous artery. I formally request a comprehensive environmental and traffic impact study before any
vote on this proposal, as I regularly walk and bike through this very area and am acutely aware of the potential
hazards this would create for pedestrians and cyclists.
