My name is Heather Toyne, and I reside at 3116 John Deere Street, very close to the proposed Hanson Lane annexation. I am writing to express my strong opposition to Application 25775,which seeks to rezone the Hanson Lane parcel to R-B. This R-B zoning, allowing for buildings up to 45 feet and five stories, is entirely out of character with our established single-family neighborhood, where surrounding properties are primarily R-1 and R-2. This feels like textbook spot zoning. Furthermore, the extension of Annie Street as a through street toward Emily DickinsonElementary is a serious safety concern for me, and for many of us who walk and bike in this area regularly. Just recently, there was a pedestrian fatality less than a mile from here,underscoring the critical need for thoughtful urban planning that prioritizes safety. Without definitive traffic calming measures integrated into any approval, this extension would create adangerous raceway. The R-A zoning, with its maximum of six units per acre, would be a far more appropriate fit for the existing development pattern and aligns with the CommunityPlan's Urban Neighborhood designation without imposing undue density on an area lacking sufficient transit and services. This decision will set a critical precedent for the entire Fowlercorridor, and I urge you to consider the long-term impact on our community’s safety and character. Heather Toyne
