Dear Study Commission, Thank you all for your time and effort to think through changes to our city government. The discussions with Dan Clark have been very informative, bringing up some of the valid prosand cons of different government structures in Montana. I am a little disappointed with the amount of money spent on advertisements and generally the outreach efforts by the consultant. Outreach efforts haven't seemed to explain the "why"people should care that Bozeman's charter might be updated, nor do they invite people to think through some of the pros and cons of potential changes. This might be too late in the process,but it would be great to see some kind of forum where residents (not the study commissioners) debate why or why not we should consider particular changes (e.g. wards, expanding thecommission, paying commission members more, etc). There are valid trade-offs with any of these potential changes, and perhaps the reason there has not been a lot of public engagementis because people haven't yet formed an opinion on some of these ideas if they have not had the time to do research on the possible alternatives or thought through the arguments for oragainst those alternatives. The Study Commission had a public hearing early on, but hasn't really had outward-facing events since. Having some sort of outward-facing forum to discuss some of the pros/cons ofpotential changes might help bring in folks interested in learning more and spark discussion. Attending a city meeting is not particularly appealing or accessible for someone who hasn'tbeen following this process, especially if they don't yet have a strong opinion one way or another on a specific topic. Many Bozeman residents voted in favor of doing a government review (68% in favor), so Ithink there is still a lot of work to be done to understand what possible changes best address the concerns that may have led folks to vote to form the study commission.
