Dear Sarah and Selection Committee,
A&E Design is pleased to submit our qualifications for the City of Bozeman Historic Preservation
Design Guidelines Updates project. We recognize the significance of this effort in shaping the future
of Bozeman’s historic assets, and we are excited to support the City in refining its design guidelines to
reflect both preservation best practices and the evolving character of the community.
Our approach blends deep technical expertise with a local lens and a passion for heritage. We begin by
immersing ourselves in Bozeman’s existing guidelines and conducting a walking and windshield survey
of the Neighborhood Conservation Overlay District. From there, we develop clear and organized updates
that align with the Secretary of the Interior’s Standards while thoughtfully addressing local conditions and
community priorities. Through purposeful community engagement—including interviews, focus groups,
and public presentations—we work to ensure the final guidelines are practical, inspiring, and community-
owned.
With decades of experience across Montana and a deep commitment to Bozeman’s future, our
multidisciplinary team is ready to lead with both vision and care. We take pride in creating tools that are

A&E Design is an integrated design firm serving Montana and the Northwest with
offices in Billings, Bozeman, Missoula, and Kalispell, Montana.
Founded as A&E Architects, PC, in 1973, we have been dedicated to providing
a fresh and innovative approach to architectural design for 50 years. We blend
design disciplines to explore ideas that challenge convention. By fusing a myriad
of creative talents, we use each distinct skill to shape a more dynamic end result.

At A&E Design, we recognize that historic preservation is more than just a set of standards or regulations
and codes. It is more than just detailed planning, analysis, and innovative technology use. Preservation
is a devotion to the past, restored through passion. This passion resonates with our historic preservation
team, believing that historic buildings unify and give meaning to communities.
A&E Design’s award-winning historic preservation team has collaborated on some of the country’s most
significant historic preservation projects. Many of these received regional and national awards, earning
us widespread recognition and esteem, including from the Wyoming State Historic Preservation Office
and Montana Historical Society.
We recognize the Code of the New West is to take pride in and maintain our properties, businesses,
and communities as we do ourselves. That comes out in our passion for historic preservation, adaptive
rehabilitation, and rehabilitation projects and especially those centered around synthesizing public policy,
history, economics, and design. We at A&E Design consider historic preservation and rehabilitation a
unique discipline whose relevance and urgency has increased as together we seek a sustainable future for
people everywhere.
Each project comes with its own pathology which we see as our challenge to resolve. From landmark
National Park structures to community buildings, we have rehabilitated, adaptively rehabilitated,
historically preserved, and renovated a wide range of building types and building conditions. We are
experts in historic preservation and rehabilitation in addition to condition assessment reports, preliminary
architectural reports, historic structure reports, feasibility studies, and master planning. Our collective
resume includes over 700 projects and spans across 10 states. We have a long-term working relationship
with the Montana State Historic Preservation Office and have experience in the type of work you seek. In
the following pages, we will show you a collection of projects we feel demonstrate our experience in the
work that you seek.
4 | EXPERIENCE
Butte, Montana, was the first major city in the state
and once the largest city west of the Mississippi.
Here, the rise and fall of the Copper Kings took
place and the country’s labor movement was born.
Part of one of the largest landmark districts in
the nation, the city outlined an Uptown Historic
District. They launched efforts to preserve the
area’s rich heritage and invited A&E Design to
consult on these efforts.
A&E Design collaborated with historic preservation
officers, the historic commission and city
leadership team, and civic groups to offer
guidance. We aided in master planning for this
urban mining area’s preservation, adaptive reuse,
and new construction strategies going forward.
This significant undertaking involved considering
the district’s historic context and feedback from
the community to develop design standards,
guidelines, and processes that inform decision
making.

EXPERIENCE | 5
On the National Registry of Historic Places is the
downtown district of Kalispell, Montana. Although
small in comparison to other historic districts, it is
one of only a few registered in the Flathead Valley.
The community strongly supported an initiative to
preserve its heritage by maintaining the integrity
of historic architecture. Ensuring new architecture
introduced to the area complements existing
historic structures, we partnered with the city to
develop design references.
Our historic preservation team created a guide for
new construction, preservation, restoration, and
adaptive reuse efforts in downtown Kalispell.
Containing zoning considerations and guidance,
the design standards we created received thorough
public review before being adopted into zoning
regulations. We then developed design guidelines
as a supplemental resource for future development
within the district.

6 | EXPERIENCE
A&E collaborated with the Montana Heritage
Commission (MHC), in addition to the Town of
Virginia City, Madison County, and the Montana
History Foundation, to create a planning document
for the future of state-owned historic treasures.
The project posed a unique challenge: While the
economic success of the area was directly linked
to historic preservation and the amenities it
offered as a tourist destination, the fragile area
was limited in regards to how much development it
could handle.
A community masterplan was developed, setting
direction for area improvements and illustrating
which projects would improve the site for long-
term benefits to Montana in respect to the limited
resources available. In order to develop the plan, a
diverse advisory group was formed representing
the area’s community leaders, MHC staff and
board, business owners, and the general public.
The recommendations consisted of a series of
site recommendations, building recommendations,
and management recommendations to guide
future preservation efforts, education program
development, cultural tourism marketing, new
facilities planning, and management decisions
regarding land and buildings.

EXPERIENCE | 7
Following an in-depth analysis of the existing
building, A&E Design, project stakeholders, Butte-
Silver Bow Public Archives Board members, and the
interested public conducted an all-day charrette of
the archives. Based on the findings we developed
several schematic plans incorporating comments
presented at a second charrette. The conclusion of
that process resulted in development of plans and
elevations for a comprehensive adaptive reuse of
the extant 1900 BFD Station No. 1 including the
development of a state-of-the-art archival vault
addition and building entry.
The project included a grand lobby space to be
used for BFD display and interpretation, and public
gathering space. An elevator and accessible entry
and stairs allow access to second floor patron
areas and a public auditorium space.

8 | EXPERIENCE
A&E Design completed a complex implementation
plan to provide conceptual design options for
the promenade of Missoula County Fairgrounds.
The process followed two significant phases of
work: planning and preparation, and requirements
and design. The planning and preparation phase
included the identification of stakeholders and
project goals, in addition to the development of
a schedule and timeline. The requirements and
design phase consisted of scoping meetings,
program analysis, and multiple presentations to
the advisory committee.
The implementation plan identified building
removal and restoration projects, and short- and
long-range site improvements.
The design team produced several conceptual
options with recommendations, supplemented by
functional analysis and probable cost estimates.
Numerous planning improvements were also
identified for various Fairgrounds buildings,
including the National Register listed Commercial
Building and Culinary Building, as well as outdoor
exhibit grounds, the existing ice sports arena, and
carnival grounds infrastructure.
The team has since provided restoration and
adaptive reuse efforts toward the Commercial
Building, Culinary Building, and Home Arts Building.

A&E Design’s Historic Preservation Studio will support The City of Bozeman in the comprehensive update
of the City of Bozeman Guidelines for Historic Preservation and the Neighborhood Conservation Overlay
District. Our efforts begin with a review of current preservation guidelines and a walking and windshield
survey of the Neighborhood Conservation Overlay District. Throughout the project, our effort will be to
assist the HPO and City staff with aligning current trends and best practices for historic preservation,
new construction within a historic district, and historic preservation and new construction within
transition areas between districts with The Secretary of the Interior’s Standards, the Landmark Project
Phase 1 Report, local conditions, and community priorities.
Our team will provide strategic guidance, targeted feedback, and tailored visual assets to support the
HPO and City staff in updating Bozeman’s historic preservation design guidelines. By addressing the
nuances of different building types and preservation contexts, we’ll help shape a comprehensive and
forward-thinking framework. Through stakeholder interviews, customized presentations, and biweekly
collaboration meetings, we’ll contribute text, graphics, and visual aids that reflect Bozeman’s evolving
community character while honoring its historic roots.
We anticipate the following effort.
Task 1: Project Kickoff and Background Review
• Participate in an on-site project kickoff meeting.
• Conduct a walking and windshield survey of the NCOD.
• Review existing guidelines, relevant code (BMC 38.340), the Landmark Project Phase 1 Report, and
other relevant preservation documents.
• Coordinate an initial Q&A meeting.
• Outline proposed revisions, recommend changes, areas requiring clarification or enhancement, and
identify areas requiring additional information or explanation.
• Attend virtual, biweekly check-in meetings with the HPO and City staff.

• Annotated outline
• Walking and windshield survey summary and photography

Task 2: Community Engagement and Outreach
• Assist in the development of actionable community engagement strategies.
• Summarize The Secretary of the Interior’s Standards addressing local conditions and priorities.
• Conduct interviews / focus group meetings with neighborhood representatives, preservation
professionals, and members of the design and development community.
• Assist in engagement activities to ensure broad community participation and input.
• Develop and present a project overview to the HPAB and CD Board.
• Attend virtually biweekly check-in meetings with the HPO and City staff.

Task 3: Drafting Revised Guidelines
• Assist in drafting updated guidelines, including language, usability, graphics and visual aids,
and guidelines tailored to different building types and preservation contexts in relation to The
Secretary of the Interior’s Standards, local conditions, and priorities.
• Incorporate direction on both preservation and compatible new construction.
• Align guidelines with updated code language from the Landmark Project.
• Prepare a complete draft document for City staff and public review.
• Attend virtually biweekly check-in meetings with the HPO and City staff.

Task 4: Public Review and Advisory Board and City
Commission Input
• Support the HPO in presentations and materials for HPAB, CD Board, and the City Commission.
• Attend public meetings and workshops to present the draft guidelines and gather input.
• Compile feedback from meetings and the public to make necessary adjustments to draft.
• Attend virtual, biweekly check-in meetings with the HPO and City staff.

Task 5: Revisions and Final Guidelines Adoption
• Revise guidelines based on input from staff, the public, advisory boards, and the City Commission.
• Prepare final guidelines based on input for public distribution and final review by HPAB and CD
Board.
• Support the HPO and City staff in presentations.
• Develop summaries of advisory board feedback as needed in preparation for City Commission
review.
• Participate in City Commission meeting for final adoption.
• Make any final adjustments to the guidelines following the Commission's direction.
