Applicant seeks a zoning designation of R-B. A zoning designation of R-B is not consistent with the City's growth policy, future land use map, and the development pattern of the surrounding area. The proper designation is R-A. The neighboring properties to this area are single household residential. This is tAf domi�:�-:-�:o; land in the surrounding area, not multi-family residential. The facts on the ground cannot be changeq, and the facts on the ground should not be ignored{ A zone designation of R-3 or R-B is not consistent with the development pattern of the surrounding area as it will �llow development of density greater than 6 units per acre and buildings with heights greater than 40 feet. This area has neither good access to transit nor is it close to community services, such as shopping or medical or other uses. An R-3 (R-B) zone is appropriate for areas with good access to parks, community services and/or transit. The clo_sest shopping area is over a mile east. It is a 30 minute walk -both ways. Carrying groceries? There is limited public transit. It is very close to a park. The total developable size of this parcel, once the right of way is developed, will be small, 5 acres or less. Currently the surrounding areas have a density of 6 units per acre or less, equivalent to a zoning classification of R­A. There is no area in the vicinity that would fit the description of an R-3 use. / A zoning designation of RA will not conflict with the Urban Neighborhood designation in the Community Plan. Urban Neighborhood does riot require R--3/R-B use. The-Urban Neighborhood designation is a policy statement, it is not a regulation. RA allows for enough diversity of housing options to satisfy the Urban Neighborhood designation. ':I�, It is well known in the neighborhood that the City desires lands in this area to build high density, high rise housing.l\� / ,_Within the past 10 months, the City has made several public presentations of just such a plan for the land {cl immediately next to the Subject Property. �� p� \�,-\ se.e. o.,\:lo� \�'"(\Q �u v'--�� 'This annexation is needed to install a right of way known as Fowler Avenue. The Fowler Avenue Connector will join.y Annie Street from the east in Harvest Creek to its dead-end on the western boundary of the Subject Property. The City's plan describes a roundabout at Fowler Avenue and Annie Street Traffic calming is needed, as without it there will be an Ul}obstruct�d raceway along Annie Street to Emily Dickinson Elementary School, which serves the neighborhoods'fhl'h�3t0of the Subject Property. The safety of these students who will be using this right of way needs to be made secure.
