BACKGROUND:The City of Bozeman is updating the way it reviews and regulates the design of buildings in the Neighborhood Conservation Overlay District (NCOD). This update was one of several recommendations included in the Historic Preservation Policy & Local Landmark Project Phase 1 Report, which the Bozeman City Commission adopted in May 2025 after significant community engagement and public input on the project. The update will include an overhaul of the existing design guidelines to align with current best practices in historic preservation, respond to community goals and values, and support the ongoing Local Landmark Project. Community engagement will be a key component of the process, with many opportunities for community members to provide input and help shape the future of Bozeman’s historic neighborhoods. To kick off the project, all are invited to a Community Open House on April 13 from 6 p.m. to 8 p.m. at The Bozeman Events Space in the North Ballroom (14 S Tracy). The evening will begin with a short presentation from the project team, but the community is invited to stop by at any point during the event to participate in interactive activities, including mapping exercises and discussion boards focused on what’s working well and what could be improved. The NCOD has been in place since 1991 and contains over 4,000 properties and nine National Register Historic Districts located in and around Bozeman's historic downtown core. The NCOD was created to stimulate the restoration and rehabilitation of structures while also inviting new construction that enhances the character and function of the area. The 5 design guidelines, titled “Bozeman Guidelines for Historic Preservation and the Neighborhood Conservation Overlay District (NCOD),” were originally adopted in 2006 and had a minor update in 2015. BACKGROUND:Branch Out Bozeman The City's Forestry Division began partnering with the Gallatin Watershed Council on tree planting projects in 2021. This quickly developed into annual volunteer events and the creation of Branch Out Bozeman: Urban Forest Network (B.O.B.). In an effort to provide a healthy and resilient urban forest for all community members, B.O.B. seeks to increase Bozeman's tree canopy to its full potential and to develop tools that guide the community to strategically plant trees in priority areas. After receiving grant-funded technical assistance and tree canopy assessment, B.O.B. is now poised to develop a dedicated website, branding, and mapping tools to help realize the initiative's goals. Urban Forest Management Plan The City's current Urban Forest Management Plan (UFMP) was created in 2016 and presented a plan to "sustainably, holistically, and efficiently manage Bozeman's urban forest to realize the full expanse of benefits urban trees can provide." Now, nearly ten years later, many of the goals and recommendations from this UFMP have been accomplished, and an updated plan is desired. A 2026 UFMP would need to build upon its predecessor's framework and serve as an overarching guiding document for all Forestry Division operations, planning, and public outreach through 2036. A 2026 UFMP will need to present a more in-depth review of Bozeman's urban forest management. Essential components of this project scope include: Analysis and recommendations regarding tree inventory 10 characteristics, canopy cover goals, staffing and equipment levels, contract budgeting; Evaluation and guidance on integration with other city departments, acceptance of contract tree installations, and assessment of private property trees impacted by construction; Recommendations and strategies to strengthen volunteer initiatives, address public concerns, and expand community education/outreach efforts. This project was included in the Forestry Division's FY25-26 Work Plan and CIP budgeting; a Request for Proposals (RFP) was published in November 2025 detailing the desired scope for such an effort. DJ&A submitted a compelling RFP and was chosen as the desired consultant through a Scoring Committee. Lilly McLane, Gallatin Watershed Council's Watershed Restoration Director, and Alex Nordquest, City of Bozeman's Forestry Division Manager, will co- present on Branch Out Bozeman. Alex Nordquest will follow with a presentation on the Urban Forest Management Plan. The Sustainability Advisory Board will be invited to ask questions. UNRESOLVED ISSUES:None. BACKGROUND:Gallatin Valley Beyond Plastics is hosting a poster-making contest in partnership with the Gallatin Valley Earth Day Festival. The poster theme is to remind customers to bring reusable bags to stores. A common reason cited for not using reusable bags is forgetting to bring them into the store. The contest aims to increase awareness and remind shoppers to bring reusable bags to eliminate or dramatically reduce single-use plastic bags and harmful microplastics in the environment. Students in fourth and fifth grade across the Gallatin Valley were invited to submit original posters using colored pencil, crayon, markers, or paint by the submission deadline of April 6 at 5 PM. The top five selected posters will receive a family-size pizza coupon, and the winning poster will receive pizza for the whole class, plus $100 for the participating school to apply toward student lunch debt. The winning poster will be displayed at retail stores, at the Gallatin Valley Earth Day Festival, and shared by the City of Bozeman. Terry Quatraro from Gallatin Valley Beyond Plastics will present the poster contest and the five selected posters. Among Gallatin Valley Beyond Plastics' top three posters, the Sustainability Board will be invited to help select the winner. Each board member will be asked to provide their rank-choice vote. BACKGROUND:City of Bozeman Advisory Boards operate from a two-year work plan that supports City Commission priorities. On March 3, 2026, the Bozeman City Commission adopted by Resolution the 2026-2027 City Commission Priorities. City Staff Liaisons to Advisory Boards are responsible for compiling the work plan with support from each Board. On January 14, 2026 and March 11, 2026, Staff held work sessions to review progress on the 2024- 2025 work plan and discuss the 2026-2027 work plan. Based on feedback received, the draft work plan presented in the work session has been amended to include an item on energy, resilience, and housing affordability.
