At the direction of the City Commission, anonymous public comments are not distributed to the Board or staff. Public comments will also be accepted in-person and through Video Conference during the appropriate agenda items. As always, the meeting will be streamed through the Commission's video page and available in the City on cable channel 190. STRATEGIC PLAN:4.4 Vibrant Downtown, Districts & Centers: Promote a healthy, vibrant Downtown, Midtown, and other commercial districts and neighborhood centers – including higher densities and intensification of use in these key areas. BACKGROUND:Emily will present the FY27 work plan, budget and estimated annual assessment amount. Board to review and vote on the work plan and budget, with or without changes presented by board. Budget to be presented and approved by the City Commission at the May 12th meeting. As outlined in the 2020 renewal of the BID, the assessment rate will not exceed $0.03 per taxable dollar value. UNRESOLVED ISSUES:None. ALTERNATIVES:As suggested by board. FISCAL EFFECTS:The work plan and budget will be presented to the City Commission on May 12th and will be used to set the assessment rate to property owners for Fiscal Year 2027. STRATEGIC PLAN:4.4 Vibrant Downtown, Districts & Centers: Promote a healthy, vibrant Downtown, Midtown, and other commercial districts and neighborhood centers – including higher densities and intensification of use in these key areas. Partial road and parking lot closures until April 20th. Save the date: Dedication ceremony on August 14th. • We have begun the process of renewing a downtown SILD (Special Improvement Lighting District). This is long overdue and has become very costly and unmanageable. TD&H is helping draft the district and scope of work for adoption as we have recently learned it may be possible to renew an existing SILD formed in downtown in the 1940’s, which would make the process easier. • Parking Updates: Downtown Parking Survey: Opened on March 9th and will close on March 30th. • The DURD is funding a Parking Vision document outlining short- and long-term solutions identified by the former mayor’s original “parking working group.” o Goal: create a clear, shared roadmap for the City and Downtown Partnership that remains transparent to parking users. o Indigo West has conducted 16+ stakeholder interviews and third-party surveys with downtown board members, property owners, neighbors, and key users. o A draft document will then be presented to the BID Board, DURD Board, original working group, and Transportation Board for input before finalization and public roll-out. • The City has launched new parking dashboards and will continue refining trend data to support decision-making. • An RFP for a public-private partnership for downtown parking infrastructure, using $5 million in DURD funding, is in development and currently under review with the City Attorney. o Due to renewed discussion around the Federal Building site, the DURD Board has delayed public release of the RFP until late spring but will 29 continue legal review and pursue a blight study to allow potential district expansion, ensuring readiness as opportunities develop. Ellie is currently in discussions with local TIF policy professionals to identify next steps for this possible DURD expansion. Notable City of Bozeman Project Updates • Bozeman Creek Vision Plan: The City Commission approved a Professional Services Agreement with PORT Architecture and Urbanism, LLC to provide consultant services to assist in the development of the Bozeman Creek Vision Plan.
