Public lands. Describe how the subdivision will affect access to any public lands. Where public lands are adjacent to or within 200 feet of the proposed development, describe present and anticipated uses for those lands (e.g., open space, recreation, etc.), and how public access will be preserved/enhanced. The proposed subdivision is the third phase of the Gran Cielo Subdivision. The land to the north, west and east of the proposed third phase of the subdivision is privately owned land. To the south is the first and second phase of the Gran Cielo Subdivision. The first two phases of the subdivision has pockets of land designated as open space to facilitate pedestrian travel, in addition to a large public park. The proposed third phase of the Gran Cielo Subdivision improvements will increase connectivity to the parkland in the adjacent subdivision. Lot 1, Block 4, is anticipated to be a multi-family development consisting of 21 dwelling units. Parkland and associated recreational facilities were designed in the first phase of the Gran Cielo Subdivision with future development considered. Thus, the third phase of the Gran Cielo Subdivision will not include any additional parkland. Open spaces are provided to be used for pedestrian trails to provide connectivity to the existing recreational facilities. Hazards. Describe any health or safety hazards on or near the subdivision, such as mining activity or potential subsidence, high pressure gas lines, dilapidated structures or high voltage power lines. Any such conditions must be accurately described and their origin and location identified. List any provisions that will be made to mitigate these hazards. Also describe any on- site or off-site land uses creating a nuisance. No major health or safety hazards have been identified on or near the proposed subdivision. All planning and engineering plans will be designed in accordance with the standards and specifications set forth by the City of Bozeman and Montana Department of Environmental Quality, with consideration from other environmental and design professionals to mitigate any potential health and safety hazards. Wildlands-urban interface. Describe the subdivision's location within or proximity to the wildlands-urban interface (WUI) and ember zone designated by the most recent city-adopted hazard mitigation plan. Describe any hazard from the subdivision's proximity to the WUI. List any provisions that will be used to mitigate these hazards and reduce structure ignitability. The Gallatin County Community Wildfire Protection Plan was adopted in 2019. Within the plan, Figure 3-7 shows the entirety of Bozeman located within the wildlands-urban interface (WUI) defined as “areas with structure density > 0, and 50% cover of wildland Gran Cielo Subdivision Phase 3 Preliminary Plat Application vegetation within a 40-acre radius, located within 1.5 miles of a large, contiguous area of wildland vegetation (i.e.,>1,235 acres with ≥ 75% wildland vegetation). These are developed areas with less cover of natural vegetation, but within a distance where embers from wildfire in adjacent wildlands could cause wildfire impacts”. The proposed subdivision is not adjacent to wildland area and is not considered to be at an increased risk. According to the Gallatin County Planning Department Fire District Map, the proposed subdivision is located within the City of Bozeman Fire Department’s service area. All structures will be designed and constructed following applicable standards and specifications to mitigate hazards and reduce structure ignitability as required.
