It has been a pleasure partnering with the City of Bozeman over the past decade and Core Control is excited to build on that success with this proposal for HVAC Preventative Maintenance Services. Having worked closely with the City on a number of contracts, we already have in-depth knowledge of your facilities and familiarity with your staff and the equipment to be serviced.
We developed this proposal to directly support the City’s need for scheduled inspection and preventative maintenance of HVAC equipment, troubleshooting and repair and on call maintenance services. Core isn’t just a vendor, we’re a partner with the City with a track record that illustrates our experience, reliability and client-focused service.
Core completed more than 100 work orders for the City over the past year and we have active service agreements with the city, including service contracts for multiple facilities. Several of these facilities are included in the scope of this proposal.
This institutional knowledge will allow Core to hit the ground running.

We service the entire range of commercial mechanical systems, from simple to sophisticated. We have over 100 years of combined experience with the rapid technical evolution of mechanical systems and controls for steam, water, pneumatic, digital and more. Our team can handle whatever we find in your mechanical room, as evidenced by our track record with the City of Bozeman.
Core has been a service provider in the Bozeman area since 2003 and our company has grown steadily since then — a testament to the quality of work we perform. We are experts at preventative maintenance, retro-commissioning, HVAC and controls.
No other commercial service company in this market has the breadth and depth of control and mechanical experience.

Each of our technicians has worked with the City of Bozeman in the past. From servicing heating, cooling and control systems to headlamp scavenging in crawlspaces looking for leaks, our technicians have intimate knowledge of the city facilities. COMPANY OVERVIEW
Core has been providing quality services for municipalities and commercial businesses in Montana for more than 25 years. The company started in Bozeman and has a broad customer base in the City. With offices in Livingston and Helena, our service area includes all of Southwest Montana with the majority of our staff living in the greater Gallatin region.

CAPACITY AND QUALIFICATIONS
Core Control defies the industry standard of hiring installation technicians on a per-project basis. We only pursue a volume of work that can be managed by our regular employees to provide the consistency of quality our clients have come to expect. Our team is comprised of UA Local 41 journeymen and full-time employees. All technicians who work on city projects undergo both UA Local 41 training and Core Control’s rigorous internal cross-training program.

Eric Bueling, our technical guru and Territory Manager, along with Service Manager Jon Keifer, lead a team of journeyman HVAC, refrigeration, controls and plumbing technicians with over 150 years of combined experience. Our administrative staff is led by Chad Marks, our Accounts Manager and estimator who has years of field experience being a journeyman himself, Business Director Shannon Vaughn, along with a Project Administrator, Service Administrator and Dispatch staff.

Core has the capacity and capability to not only replace aging equipment, but to improve systems to meet customer needs as illustrated by the projects below.
STERLING PROPERTY MANAGEMENT
Core provided multi-site support for Sterling under a service contract for four locations including maintenance and repairs to boilers, air handlers, rooftop units and heat pumps.
LONE MOUNTAIN LAND COMPANY
Core’s expanding service relationship with Lone Mountain Land Company includes servicing four locations with makeup air units, rooftop units, fan coils, heat pumps and VRV systems.
LEGACY PROPERTIES
Core provided services for four locations that include building automation checks, boilers, air handler, condensers, fan powered boxes, pneumatics, and rooftop units.
SPANISH PEAKS CLUB HOUSE
Core completed boiler system installation and piping design for the Spanish Peaks Club House in June 2024. Work included installing three heat exchangers to heat their pool and spas, reducing equipment requiring preventative maintenance and constant repairs.

APPROACH TO COMPREHENSIVE PREVENTATIVE MAINTENANCE
Core will maintain all units listed in the city’s RFP per manufacturer’s recommendations. Checklists provided in the APPENDIX provide detail on components to be inspected and/or serviced.

E. Present and Projected Workloads
Scheduling is paramount to preventative maintenance. We meet scheduling obligations by carefully curating the projects we take on and monitoring our workload pipeline. This allows us to maintain our competitive edge and quickly respond to urgent needs. Our team has the ability to fulfill the obligations of this contract and respond to requests and emergencies in a timely manner.
D. Proposed Solution
APPROACH TO COMPREHENSIVE PREVENTATIVE MAINTENANCE
Core will maintain all units listed in the city’s RFP per manufacturer’s recommendations. Checklists provided in the APPENDIX provide detail on components to be inspected and/or serviced. Within two weeks of completion of work, Core will provide detailed maintenance reports, a checklist and a report for followup.

STAFFING ALLOCATED TO MAINTENANCE SERVICES
Core maintains boiler and HVAC systems for commercial properties across Montana through nearly 100 Service Agreements. In the back office, we have dedicated Dispatch, Service Administrator and Service Manager positions to ensure that work is organized and that necessary follow-ups receive timely attention. Six of our 10 technicians in the Greater Gallatin Valley are dedicated to these maintenance activities, with the balance of the technicians available to rotate in as needed.

Core has completed more than 100 work orders for the City of Bozeman in the past year and we have active service agreements with the city, including Boiler Service contracts for the following locations from April 12, 2024, through Dec. 31, 2028:

CITY OF BOZEMAN SENIOR CENTER BOILER REPLACEMENT
When a broken and obsolete part made repairs of existing boiler prohibitively expensive, Core submitted pricing and received approval to update boiler. The new boiler was brought online February 2026.

DISCLAIMER & EXCLUSIONS
Please note that these rates for labor and materials are for 2026 and will increase 3% per year, year over year through the end of the contract. These rates do not include equipment rentals, if they are required to access equipment. These rates do not include any consumables or parts replacements except coil cleaners for outdoor coils which are included. Parts will only be replaced as needed after receiving customer approval.
Preventative maintenance work will be performed based on equipment manufacturer specifications. The checklists included in the APPENDIX provide a good representation of the components to be inspected, but reports provided to the City of Bozeman may be formatted in a different matter and contain information beyond the scope of what is provided in the checklists.
