1. When was the last study completed and by whom?
The most recent study of development review fees was completed in 2021 by BerryDunn.
Prior analyses will be shared with the successful firm.
2. Has the City identified the resources/budget needed for this effort?
The Community Development Department included the study in its adopted FY26 budget
and proposed FY27-FY28 budget. We did not include a numeric budget in the RFP because
we are interested in reviewing all reasonable cost proposals for completion of the
requested work.
3. Is there room for extension on the proposal timeline as it is a short window for
consultants to respond?
Due to the timing of the City’s budget process and required review of all professional
services agreements by City Commission at regularly scheduled meetings, we are not open
to considering extensions of the RFP at this time. In accordance with state law, the RFP was
initially published on February 7 and remains open until 3pm on February 25.
4. Key drivers for express project timeline - September?
The main driver of the project timeline is the City’s biennial budgeting process. Completion
of the study in September allows time for staff consideration of recommendations,
communication with stakeholders, and review and adoption of any fee changes by City
Commission in advance of deadlines for mid-biennium budget amendments. This timeline
also allows stakeholders to factor fee changes into their plans for calendar year 2027.
5. Are there major commercial development projects in the City’s horizon?
The City is not planning for any specific major commercial developments at this time.
