Good afternoon,
INC has always been a separate entity that operates outside of our usual City procedures as it
is a board that the City facilitates but does not control in the way of other boards; the City does
not appoint members to INC and its members neighborhoods are created by the
neighborhoods themselves. All that to say, INC has been slowly incorporated into our system
of streaming, standardized agendas, etc. As such, I have not managed the technology tools as
actively as with other boards; for that, I apologize.
I share your concern for the official record of meetings and our reliance on recordings. In an
effort to ensure that this does not happen again, I have set our streaming system to default to
a two hour meeting time and set the auto-record feature in Zoom as a backup. I want to make
clear that this should in no way fall on our meeting staffer, Emily; running two separate
platforms is difficult enough but trying to do so while facilitating a meeting and discussion is
nearly impossible.
You are correct that I was asked to tentatively schedule the March 3 meeting to have the
Commission Priorities for an action item; additionally, I will work with the staff and the City
Commission to see if there is a time to provide some information to the community related to
Change.org since the Deputy Mayor Fischer’s statements were not recorded and therefore not
available to the public.

Good morning. I zoomed the entire INC meeting yesterday (Thu, Feb 12; approx. 4:30 -
6:30pm). However, today (Fri, Feb 13), when I went to re-watch Agenda Item J.3 - Commission
Liaison Update, I noticed that the last 30 min of the INC meeting had not been recorded—and
thus Agenda Item J.3 has been lost.
Yesterday's Commission Liaison Update was particularly interesting because of Deputy Mayor
Douglas Fischer's comments about (1) the change.org organization being invited into
Bozeman, in part by elected representatives of the City of Bozeman (but arguably without
public input) and (2) the Commission meeting on March 3, which will include the
Commission's priorities for CYs 2026 - 2027.
My understanding is that the City's public meeting videos are considered as permanent public
records. If that is indeed the case, then not recording the last 30 minutes of yesterday's INC
meeting is neither acceptable nor excusable.
It is not uncommon for INC meetings to run long. Hence, in the future, please ensure that INC
meetings are recorded from start to finish, regardless of how long they last.
