There seems to be many issues with this plan but I will focus on parking.
According to City staff, the plan appears to meet the current required parking. However I willpoint out that the parking on the north end of Lot 2 extends into the required setbacks. Those
setbacks should be used to provide vegetative screening between the commercial property andresidential properties. However, it appears the developer is planning to plant some
screening/trees in the open space adjacent to the north end parking area. The residentialowners own the open space around that commercial property. The developer would need to
get a 2/3 majority vote of all the residential owners to grant him permission to plant thosetrees as well as any & all other encroachment into the open space including trails.
It seems pretty clear several changes need to be made to the current plan in order tokeep everything within the commercial boundary.
All of the streets within the Sundance Springs area are only 24 feet wide with no curb orgutter. The residential and commercial owners are required to maintain all the streets within
the PUD. There is no way two lane traffic can drive these streets with vehicles parked on eachside of the street. This would certainly be a disaster for emergency vehicles and snow clearing
would be basically impossible with vehicles parked on each side of the street,
In the staff reports they recognize parking on the streets adjacent to Lot 2 will be an issue. With that in mind, please require NO Parking signs be placed, within 1000 feet (5 minutes
walking distance) in all directions from this development. This includes: Within Sundance Springs:
Little Horse Drive
Peace Pipe Drive
White Eagle Street
Adjacent to Sundance Springs:
South Third Avenue
Goldenstein Lane
Other streets adjacent to Lot 2
Ellis View Loop
Good Medicine Way
Trails End Road
The city could issue parking permits to Sundance residents similar to the ones used
to control Parking in neighborhoods near MSU.
Since the developer claims there is sufficient parking on the site there should
be no reason why our narrow streets should not be protected from the hazard
presented by the parked vehicles of the business patrons.
I will end by saying none of these issues would exist if the developer would propose
one building of no more than 5,000 square feet which would allow adequate room for
parking and would allow them to stay within the setbacks of their property. Only one
building was the original intent for this small parcel and would certainly eliminate theneed for so many variances and encroachments.
