Request for Proposal
Questions and Answers
Question:
Understanding that all three RFPs will be awarded separately, will the City look favorably on
coordinated responses among the three SS4A proposals? Will the city consider potential
synergies between vendors/firms in its evaluations of the three separate contracts, or will each
RFP be evaluated strictly separately?
Answer:
The intent of the Safety Data Equipment and the Safety Data Platform RFPs is to support the
development of the Comprehensive Safet Action Plan. It will be important that the selected
firms for each of the solicitations work closely together to deliver the elements of the SS4A
grants. The city will evaluate each of the three solicitations separately, while considering the
interplay of the three solicitations in delivering the required elements of the grant. The city will
consider elements of the proposals that demonstrate how each firm intends to ensure
collaboration and minimize city resource demands related to the coordination of equipment,
software, and plan development.
Question:
Can you confirm that the data collection software applications are not included in this
proposal?
Answer:
The proposal needs to include any software that is required to the data in a format, such as
.csv, that can be utilized to summarize and analyze the data to inform the development of the
Comprehensive Safety Action Plan.
Question:
Section III, A, bullet 1 “…other metrics as proposed”: Is the proposal expected to include a list of
metrics the equipment will support?
Answer:
Yes, the proposal should demonstrate the full capacity of the equipment. The RFP has included
the required metrics, if the proposed data will provide additional metrics or functionality, those
should be presented with the potential added benefits.
Question:
Section III, A, bullet 4: Are Interface Control Documents available for the data centers that
describe the data structures and protocols or established under this proposal?
Answer:
Awaiting further information on this.
Question:
Does the existing Tactics server have reserve capacity for data collection?
Answer:
Yes. It should have capacity to store collected data.
Question:
If the existing Tactics server access is not available, should this proposal include the hardware
server and port software?
Answer:
Yes. If the proposed equipment can’t provide direct access to the Tactics server, then a
hardware server or other solution for centralized data storage should be provided.
Question:
Instead of a hardware server, can the proposed equipment communicate to a secure USA-
based cloud provider for data collection?
Answer:
Yes. The City of Bozeman is open to a separate solution for storage of and access to the
collected data. The proposal should outline the proposed solution, identify any ongoing costs
associated with the proposed solution, and clearly describe how city staff will be supported in
the use of the proposed solution both through initial implementation and ongoing use.
Question:
Are we supposed to include data collection storage as part of this proposal?
Answer:
If the proposed equipment does not interface with and utilize existing city storage, the proposal
must include a data storage solution.
