HomeMy WebLinkAboutCity of Bozeman SS4A Safety Data Platform_for postingCity of Bozeman SS4A Safety Data Platform Request for Qualifications Questions and Answers Question: Understanding that all three RFPs will be awarded separately, will the City look favorably on coordinated responses among the three SS4A proposals? Will the city consider potential synergies between vendors/firms in its evaluations of the three separate contracts, or will each RFP be evaluated strictly separately? Answer: The intent of the Safety Data Equipment and the Safety Data Platform RFPs is to support the development of the Comprehensive Safet Action Plan. It will be important that the selected firms for each of the solicitations work closely together to deliver the elements of the SS4A grants. The city will evaluate each of the three solicitations separately, while considering the interplay of the three solicitations in delivering the required elements of the grant. The city will consider elements of the proposals that demonstrate how each firm intends to ensure collaboration and minimize city resource demands related to the coordination of equipment, software, and plan development. Question: The Data Platform RFP mentions the Zuercher Suite (CentralSquare Public Safety Suite Pro). Is this the city’s public safety data platform? Does the City anticipate incorporating its public safety records (e.g. dispatch records, local police reports) into the safety data platform? Similarly, are there additional local crash records to be integrated that are not in the statewide AASHTOWare Safety system? Answer: Zuercher is the system that is used for dispatch. The City of Bozeman, Gallatin County, and MSU Police have a shared dispatch. Zuercher is also the system utilized for entering crash reports. Staff have access, via GIS, to basic info on calls for service (updated nightly) and basic information from crash reports and citations (available the day after they are filed). Currently the ability of staff to analyze crashes is restricted by the limited information that is available from the crash report as a direct import to GIS. Most of the details of the crash report are only available in PDF format. The city utilizes the statewide AASHTOWare system, but there is a lag in availability of city data that can be up to 12 months. City staff would like to have updated data more frequently and would like more functionality in data analysis from the platform. City staff feel that inclusion of calls for service and citations data into the platform would be beneficial but is not a core requirement. Question: For the Data Platform contract, does the City have a preference for in-person or local support? Answer: The city does not have a preference for in person or local support. The city will be evaluating the support aspect of proposals to understand the level of support offered and how the support will be delivered. Question: Is the City expecting bidders to propose an existing, commercially available platform (ex. an already existing SaaS product), or are you open to a custom-built solution designed specifically for Bozeman's needs that uses tools and processes that are already familiar or close to familiar for the City of Bozeman team? Answer: The City anticipates receiving proposals from commercially available off-the-shelf platforms with little to no customization. However, the City is open to custom-built solutions with a track record of success with similar projects, and within the City’s dedicated grant funding for the project as published in the RFP. Question: Is it possible to get sample crash data or data from the "demonstration advanced safety data collection equipment" mentioned in the RFP? How about sample demographic and street network data? Answer: Street network data is publicly available via the City’s GIS data portal, which can be found at https://public-bozeman.opendata.arcgis.com/. An example of publicly available is demographic data would be US Census Bureau data. The City does not have example data from advanced safety data collection equipment as the City has not procured advanced safety data collection equipment. I have attached a PDF of a sample crash report from the City’s Police Department. Question: When does the City need the platform operational to support the Comprehensive Safety Action Plan development? What are the critical milestones? Answer: The city will be awarding the safety plan contract, the safety data platform and the safety data equipment contracts along the same timeframe. The safety plan contract process may take some additional time due to contract format. The city anticipates the safety plan effort to take approximately 14 months. The desire is for the safety data platform to be utilized to streamline the data analysis aspects of the planning effort that are on the front end of the project. For that reason, implementation of the platform is crucial to the timeline for the plan effort. The grant agreement with FHWA indicates that the final plan document will be publicly available in December of 2027. Question: Is there flexibility in how the $144,000 is allocated across the three years (e.g., higher Year 1 implementation costs vs. lower Years 2-3 support costs)? Answer: Yes. The awarded amount needs to cover implementation and three (3) years of support but how that funding is allocated over the duration of the three years is not specified. Question: The RFP mentions integration with Zeurcher Suite, PDF reports, AASHTOWare, and demonstration equipment. Are all of these required at launch, or can they be prioritized/phased? Answer: The integrations mentioned are intended to provide a complete data picture that will be utilized in the development of the safety plan. It may be possible that the complete data picture could be achieved with a prioritized approach. The critical aspect is that the data platform utilizes the most complete crash data set available and the data from the demonstration equipment for the analysis that will support plan development. Question: Can you provide more details about the advanced safety data collection equipment being deployed (vendor, data formats, API availability)? Answer: A vendor has not been selected to provide the equipment yet. Are you primarily needing: (a) keep the lights on / bug fixes, (b) minor enhancements based on usage, or (c) significant feature expansion? Answer: The city does not expect to pursue feature enhancement beyond the requirements of the RFP. The city anticipates needing support on implementation and operation of the platform including resolving any issues with required functionality. Other support that would be included as part of offering should be included in the proposal. Question: For the three-year demonstration period, what level of ongoing support does the City expect (e.g., response times, availability hours, number of support hours per month)? Answer: Support for the platform is likely to be dependent on the performance of the platform. Initial usage of the platform will be for the development of the safety plan and usage is likely to be highest during that period. The city will utilize the platform for ongoing monitoring of plan metrics as well as evaluation of potential projects during development of the Capital Improvement Plan. Outside of safety plan development staff usage is likely to be limited to a few hours a month. Question: How will the City measure the success of the platform demonstration? What specific outcomes or capabilities are most critical? Answer: The critical capabilities for the platform are to intake and centralize crash reports; extract, and display information from the crash reports, potentially from multiple sources including PDF files; overlay information contained in the crash reports with other data such as roadway characteristics and demographics; and analyze the combinations of data to help identify high injury networks, high crash locations, and locations that present as potential safety concerns. . Question: Will the City be open to being a reference client for the platform with other SS4A recipients if the project is successful? Answer: The City is generally open to projects being used as references in future submittals. College St. approaching the intersection of 15th Ave. He stated he was driving into the sun and did not see the Pedestrian in the crosswalk. His vehicle clipped the Pedestrian hitting her lower left leg, causing some visible injury. The Pedestrian stated she was crossing in the crosswalk, saw Driver 1 approaching from a ways back, and thought there was plenty of time to cross. As the Pedestrian was almost all the way across the street, southbound, she realized Driver 1 was not slowing and tried to quickly move out of the way but got clipped by the vehicle.
