Questions and Answers
Question:
Understanding that all three RFPs will be awarded separately, will the City look favorably on
coordinated responses among the three SS4A proposals? Will the city consider potential
synergies between vendors/firms in its evaluations of the three separate contracts, or will
each RFP be evaluated strictly separately?
Answer:
The intent of the Safety Data Equipment and the Safety Data Platform RFPs is to support the
development of the Comprehensive Safet Action Plan. It will be important that the selected
firms for each of the solicitations work closely together to deliver the elements of the SS4A
grants. The city will evaluate each of the three solicitations separately, while considering the
interplay of the three solicitations in delivering the required elements of the grant. The city
will consider elements of the proposals that demonstrate how each firm intends to ensure
collaboration and minimize city resource demands related to the coordination of
equipment, software, and plan development.
Question:
How is this RFQ different from the one issued last February, which included tasks related to
completion of a Comprehensive Safety Action Plan as well as demonstration grant activities
associated with the safety data platform and traffic signal analytics. The current RFQ
appears to focus solely on completion of a Comprehensive Safety Action Plan. Was the
previous contract completed, and if so, what prompted the need for another updated Safety
Action Plan under this RFQ?
Answer:
The City of Bozeman is starting again. After going through the selection based on last year’s
RFQ, we were working on contracting and FHWA decided that we had erred in the
solicitation process by combining professional services with equipment procurement. We
therefore need to go through solicitation again. This time around we have issued separate
solicitations for each aspect of the grant awards.
Question:
How will this Comprehensive Safety Action Plan (CSAP) effort differ from the Bozeman SAFE
Plan that was completed in 2022. Is this intended to be a true update to that plan, or is this
effort expected to differ in scope/approach to align with FHWA SS4A Action Plan criteria?
Answer:
The 2022 SAFE Plan was more of a vision document with broad goal statements. The intent
of this effort is to develop an SS4A compliant plan that identifies prioritized projects,
programs, and policies that align with FHWA SS4A Action Plan criteria.
Question:
Resumes are noted in Section C and therefore part of the page limit. Would we be able to
move these to an appendix to not count them towards the page limit?
Answer:
The intent is to have Section C provide overview ‘resumes’ for key staff. Full resumes may
be included in an appendix and do not count toward the page limit.
Question:
Does the City have an anticipated or preferred timeline for CSAP development or final
approval? Or are there key milestones in the USDOT/Bozeman SS4A grant agreement that
we should be aware of?
Answer:
The City of Bozeman anticipates that development of the Comprehensive Safety Action Plan
will take approximately 14 months. The grant agreement with FHWA indicates that the final
plan document will be publicly available in December of 2027.
Question:
Can the proposal include an 11x17 spread (counted as two pages) in our Statement of
Qualifications?
Answer:
Yes. Proposals may contain up to two (2) 11x17 sheets. Each face of an 11x17 sheet counts
as 2 pages.
Question:
The firm information section notes that the "Resumes of lead staff included in project," but
later states "resumes of staff that will be assigned to work on this project." Could you clarify
whether the City would like resumes only for the lead staff or for all staff proposed to work
on the project?
Answer:
The intent is to have Section C provide overview ‘resumes’ for key staff. Full resumes may
be included in an appendix and do not count toward the page limit. This provides an
opportunity to provide resumes for all staff that will be assigned to the project.
Question:
The City of Bozeman requires employer liability insurance of $1M per occurrence and $2M
in annual aggregate. High Street currently carries $1M per occurrence and $1M in annual
aggregate, supplemented by an additional $1M umbrella policy that includes employer
liability coverage. This arrangement was accepted by the City under a previous High Street
contract, and we would like to confirm whether it would be acceptable for this agreement
as well.
Answer:
As the RFQ is currently open, city legal staff is not able to comment on changes to the stated
insurance requirements. Once the selection has been made, potential changes to these
requirements can be reviewed in the context of the overall scope and contract.
