STRATEGIC PLAN:7.1 Values-Driven Culture: Promote a values-driven organizational culture
that reinforces ethical behavior, exercises transparency and maintains the
community’s trust.
BACKGROUND:The City Charter was approved by the citizens in 2006 and became effective
in 2008. According to Charter requirements, the City will establish standards
and guidelines for conduct and provide annual training for all
representatives of the City to avoid the use of their public position for
private benefit.

Downtown Bozeman Partnership – ED Report
February 2026
Downtown Updates:
• FY27 budget season is underway. BID and DURD budgets will be reviewed at March and April Board
meetings and considered for approval by the City Commission on May 12. DBP annual budgets and work
plans will be reviewed through late April and overseen by the Partnership Advisory Committee.
• The Downtown Bozeman Partnership has initiated an organizational refresh, retaining the DTNBZN logo
while introducing updated colors and visual identity, a redesigned website, and improved content
management systems. These updates will be implemented across all DBP collateral to create a more
consistent, modern, and user-friendly experience.
• I am serving on Montana State University’s Strategic Planning Committee as MSU develops a new
university-wide strategic plan. Community input is strongly encouraged.
o A Bozeman community listening session will be held Wednesday, February 18, from 6–7 p.m. in the
MSU Strand Union Building (Ballroom D).

City/County Updates:
• City Commission Meeting - Tuesday, February 24 at 6pm in City Hall, agenda link HERE.
• Downtown URD Meeting – Tuesday, February 17 at 12pm at City Hall
• BID Board Meeting – Wednesday, February 18 at 12pm at City Hall
• Notable Engage Bozeman projects/updates:
o The City Commission approved a Professional Services Agreement with PORT Architecture and
Urbanism, LLC on January 27th, 2026 to provide consultant services to assist in the development of
the Bozeman Creek Vision Plan. Learn More. Ellie and Emily will work closely with
#seebozemancreek and PORT through this process.
o The City of Bozeman has launched a new podcast, the “Bozeman Beat,” to talk about important
topics happening in the community and meet residents in a different format. Mayor Joey Morrison
will host the first two seasons of the podcast, and the podcast will be released monthly. Listen on
streaming platforms.
DBP/DURD Project Updates:
• The Downtown URD has revamped the grants offered into one TIF Infrastructure Assistance Grant. See
details HERE.
• I-Ho Peace Park is slated to re-start work in early spring with a tentative completion in June 2026. The
grand opening celebration is scheduled for Friday, August 14.
• We have begun the process of renewing a downtown SILD (Special Improvement Lighting District).
Preliminary boundaries have been developed and once we meet with the city finance to determine the
public notice policies, we will have a timeline for adoption.
Downtown Parking Update:
• The DURD is funding a Parking Vision document outlining short- and long-term solutions identified by the
former mayor’s original parking working group.
o Goal: create a clear, shared roadmap for the City and Downtown Partnership that remains
transparent to parking users.
• Indigo West is conducting stakeholder interviews and third-party surveys with downtown boards, property
owners, neighbors, and key users.
o Initial insights will be compiled the week of Feb. 23, followed by a public survey open through
March 16. 11
o A draft document will then be presented to the BID Board, DURD Board, original working group, and
Transportation Board for input before finalization.
• The City has launched new parking dashboards and will continue refining trend data to support decision-
making. Feedback can be shared with Jon Henderson and parking department.
• An RFP for a public-private partnership for downtown parking infrastructure, using $5 million in DURD
funding, is in development.
• Due to renewed discussion around the Federal Building site, the DURD Board has delayed public release
of the RFP until late spring but will continue legal review and pursue a blight study to allow potential
district expansion, ensuring readiness as opportunities develop.
