Jim,
The developer has been informed to let the city know when they will have operators and equipment on
site which we have not received yet. Once we understand generally when this would be we were going
to connect the contractor and you directly to coordinate a specific time to do the abandonment under
your direction.
We will let you know when we get a commitment from the developer.
Thanks,

Hi Karl,
Have you heard anything regarding the contractor doing the site work also doing the physical portion of
the abandonment?
Please see below. Is Seth O'Connell the site developer?
Thanks,
Jim

Subject: RE: BSS M-39 Lab data, DV Report and Well Abandonment Request
Jim,
Thank you for sampling M-39 located in a field north of 1221 Durston Road.
According to the 2024 Annual Groundwater Monitoring Report (Tasman 2025), M-39 is constructed to
a depth of 35 feet below ground surface. It was first sampled as part of the Bozeman Solvent Site in
September 1996 and last sampled in May 1999. In May 1999, tetrachloroethene (PCE) was not
detected - < 0.5 µg/L.
The information provided in the 2024 Annual Groundwater Monitoring Report indicates that M-39
cannot be located and that the condition of the well is unknown. In June 2025, DEQ was contacted
about a possible monitoring well in field north 1221 Durston Road. This location corresponded to the
approximate location of M-39 shown on figures in the Annual Report.
On July 16, 2025, the City of Bozeman confirmed the well to be M-39. On July 22, 2025, the City of
Bozeman and CVS Pharmacy agreed to DEQ’s request (sent July 18th) to sample M-39 for volatile
organic compound analysis consistent with the Bozeman Solvent Site Revised Long-Term
Groundwater Monitoring Plan dated May 9, 2025.
Based on the Groundwater Sampling Field Data Sheet, M-39 was sampled on July 23, 2005, for US
EPA Method 524.2 analysis. At the time of sampling, the total depth of M-39 was 37.88 ft. The
analytical report you provided shows that no Bozeman Solvent Site contaminants of concern (PCE,
TCE, cis-1,2- DCE, or vinyl chloride) are present. M-39 is not required in the Bozeman Solvent Site
Long-term Groundwater Monitoring Program. DEQ approves your request to abandon M-39 based on
the following conditions:
1. M-39 must be abandoned in accordance with ARM 36.21.670 through 36.21.678 and
36.21.810 and 17.50.1312.
2. Please notify (email is acceptable) DEQ five (5) working days before M-39 is abandoned.
3. Please provide a copy of the water well log report described in ARM 36.21.678 to DEQ at
the time the report is submitted to the Groundwater Water Information Center of the
Montana Bureau of Mines and Geology.
4. Please update the location of M-39 in subsequent Bozeman Solvent Site figures including
the figures included in the annual groundwater monitoring reports.
5. Please provide a brief description, including the July 2025 analytical results in the 2025
annual groundwater monitoring report.
Please let me know if you have questions.
Regards,
Kate

Hi Jim,
In addition to the analytical report and data validation report included with your email, please provide a
copy of the field notes/sampling log for the sampling of M-39. Please provide this information by
September 12, 2025.
Please let me know if you have questions.

Hi Kate,
Please find attached the laboratory report and data validation report for the groundwater sample
collected from M-39. No analytes were detected and none of the data were qualified.
Based on these results, the fact that M-39 is no longer necessary to monitor the groundwater plume
associated with the Bozeman Solvent Site, and the impending construction of affordable housing on the
property where the well was found, the City and CVS request DEQ's approval to properly abandon the
well. Please let me know if you're in agreement with the well abandonment.
Have a good weekend!
Thanks,
Jim
