321 N. 5th Ave CCOA DEM for Unsafe Structure Narrative
This CCOA/DEM application for 321 N. 5th Ave is for an unsafe structure per BMC 38.340.110.
The application proposes to demolish the existing building to immediately mitigate public safety
concerns. This site has an approved Site Plan application #24-493 for a four-story multifamily
building.

A. We have submitted a letter from the property owner and professional structural engineer
to the Building Official for their determination that the property is unsafe. That letter is
included in this application “05 Unsafe Structure Letter”. If the City determines an
unsafe property, the property owner will resolve the unsafe condition by demolishing the
existing building per drawing “C1.0 Demo Plan”. Note 4 on that plan clarifies site
restoration after demolition if rebuilding per approved Site Plan #24-493 is not started
immediately.
B. Public notice will be provided in accordance with BMC.
C. There is an active demolition permit application with the City BP#25-38267 which can
be issued pending approval of this CCOA/DEM application.
D. The property owner has initiated this application after their determination of an unsafe
structure and multiple public safety events in which the police have been called to the
building. Multiple neighbors have reported incidents and noted the unsafe nature of the
property. See “05 Unsafe Structure Letter” for additional information.
