HomeMy WebLinkAbout001 - HighlandsProjectNarrative Page | 1 Project Narrative Project Name: Highlands – Affordable Housing Development Property Location Lot 1 and Lot 2 | Block 2 of Aaker Phase 1 Subdivision (Pending). The Preliminary Plat for this subdivision is approved. Infrastructure is currently under construction. Final Plat approval expected early fall 2025. Project Description • (2) Buildings – 4 stories each w/ interior loaded corridor and elevator • 149 total units that will be leased as low-income housing o (38) – 1-bedroom/1 bath units o (72) – 2-bedroom /2 bath units o (39) – 3-bedroom /2 bath units • Amenities o Community Club Room Interior Space in Building B o Leasing Office Interior Space in Building B o Children’s Play Area – Exterior Space – Near Building B o Fenced Spa/Pool Area – Exterior Space – Near Building B o Fitness Room – Building B o Dog Wash – Building A o Fenced Dog/Pet Area – Near Building A o Bike & Ski Repair Lounge – in Building A and B o Maintenance Office w/ Half Bath – Building A o Theater/Game Room – Building A Levels 2, 3, & 4 • Parking o 183 Off-street spaces o 34 On-street spaces o 9 ADA parking spaces  1 Van Accessible spaces o Bicycle spaces - 28 Zoning/Land Use REMU (38.350.030) The site is part of the Aaker Phase 1 Subdivision Preliminary Plat and is currently undeveloped with infrastructure being constructed in future Remington Way extension between S 23rd Ave and S 25th Ave. S 23rd and S 25th Avenue are being constructed from the north boundary of the site south to West Kagy Boulevard. The site is part of a Master Site Plan (Application 22381) that was dated August 3, 2023. The Master Site Plan (MSP) conceived these lots to be Residential with up to 250 apartments. Page | 2 Block Frontage The MSP stated all public street frontages will have a Mixed block frontage. As a Mixed block frontage (BMC 38.510.030.D) the subsequent options for either Storefront (BMC 38.510.030.B) or Landscaped (BMC 38.510.030.C) block frontage along Remington Way, S 23r Ave, and S 25th Ave need to be specified. Landscape Block Frontage is being utilized for the design along all of these frontages. Adjacent uses • East – bounded by South 23rd Ave, a common open space area and then Kagy Village Apartments • South – bounded by Remington Way with future townhome development (per approved MSP) to the south • North – undeveloped land located in the county • West – bounded by S 25th Avenue then the subdivision park area. Available Utilities An 8” water main with fire and domestic stubs to serve this project is currently being constructed in Remington Way. An 8” sewer main is currently being constructed in Remington Way with service stubs for this Project. Gas and Electric utilities will be installed and available adjacent to the site in utility easements along S 25th Ave and S 23rd Ave. Parkland Requirements provided through Aaker Phase 1 Subdivision. Open Space Open space will be provided through a mixture of indoor and outdoor spaces, including public spaces and some private patios. Refer to sheet C105 for the Open Space Plan and associated calculations. Phasing No phasing is proposed for this development. Water Rights We will be pursuing a Cash-in-Lieu for water rights including both domestic and irrigation demand. This would include the high-efficiency rebate. A draft CILWD fee is included for review and approval by Engineering. Low Income Housing Project The project is a Low-Income Housing Tax Credit project through the Montana Board of Housing 4% tax credits. All units are below 60% AMI. The project will have 5% of its units as fully accessible units and all other units are type B adaptable units. The duration of affordability will be for a period of at least 50 years. The project takes advantage of the Type A Incentives per Section 38.380.040.C.3 of the UDO. Specifically, item f - Minimum motor vehicle parking requirement of one space per dwelling for all Page | 3 districts other than B-3; however, the bicycle parking standards and requirements of section 38.540.050 remain applicable. A community meeting was noticed April 18th and held May 20th. No comments were received and there were no community attendees at the meeting.
