I understand that the INC has recommended against a city wide neighborhood program established by the City as opposed to self generated. I understand the concern that the authority of existing neighborhoods would be diluted under a citywide program. When I look at the relative strength of city wide programs I believe the benefits outweigh the concerns. A lesser role in a much stronger program will benefit all neighborhoods and the community as a whole. Recently we have witnessed both a city manager and mayor resigning in disgrace. The strength of either a strong mayor or a city manager form of government will always be dependent on the character and ability of the individual in charge.With that in mind, I would encourage you to include in your final recommendation effective tools for regular commission and public review of the chief executive officer whether mayor or manager.
