Dear City of Bozeman Planning Staff and City Commissioners, I am a Bozeman resident writing to submit public comment regarding the Rocky MountainFlats development and its impacts on the surrounding Meadow Creek neighborhood. Rocky Mountain Flats is projected to add approximately 1,995 new vehicle trips per day at fullbuildout, which will significantly impact Meadow Creek. Site plans submitted to the City areinconsistent: one plan includes a traffic-calming bump-out at the Meadow Creek and MeahLane connection, while another does not. Traffic entering Meadow Creek must be slowed. TheCity should require the bump-out shown on Sheet 006-1C3.2 or redesign Meah Lane to createa natural slowing of traffic before it enters Meadow Creek. Parking is also a serious concern. The development includes 752 bedrooms but only 243parking spaces, making spillover parking into Meadow Creek and Fowler inevitable. MeadowCreek does not allow overnight street parking, so this will create immediate conflicts. The Cityshould require a clear parking management, signage, and enforcement plan, funded by thedeveloper, to prevent impacts on surrounding neighborhoods. Additional concerns include the lack of nearby city services and public transportation,building height that is out of character with the existing neighborhood, reduced walkabilityand safety for residents and children due to increased traffic, inadequate notice to nearbyresidents, and uncertainty around long-term management given the expected high tenantturnover. Before approving this project, the City must clearly explain how traffic calming, parkingenforcement, and neighborhood safety will be managed to prevent long-term degradation ofsurrounding neighborhoods and quality of life for existing residents.
