January 28, 2026; 9:25 a.m. Dear Mayor Joey Morrison and Commissioners Jennifer Madgic, Emma Bode, and Alison Sweeney: Thank you for asking City staff to amend the goal language of the Bozeman Creek Vision Plan (BCVP) to (a) include increase ecological health1 as a goal and (b) replace support/promote economic development opportunities with support/promote economic vitality.2 Sincerely, Daniel Carty 213 N. 3rd Ave Bozeman, MT 59715 1 Ecological Health: An ecologically healthy stream ecosystem maintains sustainable, resilient, and natural physical, chemical, and biological conditions, supporting diverse aquatic life while managing water flow. Key signs of health include a high diversity of sensitive macroinvertebrates; stable, vegetated banks; and consistent, clean, cool water. 2 Economic Development vs Economic Vitality: Economic development focuses on structural improvements such as job creation, tax base growth, and business attraction. In contrast, economic vitality represents a broader, more sustainable state of a thriving, resilient community, emphasizing diversity, quality of life, and long-term viability.
