Dear Director of Community Development, RE: Formal Public Comment for Application #25296: Rocky Mountain Flats at 5532 Fowler Lane Lack of Public Notice to Impacted Neighbors I walk daily on the southeast border of this proposed development. There is no visible public signage near the corner of Meah and the park. This is the residential area that would be most impacted by development on the 10-acre site. I’ve only learned Information about this site by word of mouth. Traffic Access Stucky Road and the corner of Stucky and Fowler need to be addressed before adding another large development. Please review safe and efficient circulation considerations. Inadequate Parking Any development on this 10-acre site would need to provide 100% on-site parking spots for future residents (not including park perimeter pull-in spots). Why? 1. The location is completely car dependent. At a minimum, each unit would require a vehicle (To get to work, most households have 2 vehicles). There are no mass transportation options nearby. 2. Because there are units with 2,3, and 4 bedrooms. There is a high likelihood that residents will require multiple parking spaces. 3. Because this is not an urban setting, there is no place for spill-over street parking-- as one might find in a city. Therefore, the site must provide 100% parking for all units. Also, Meadow Creek homes should not have daily “spill over” parking lining their streets (of special concern are Meah, S. 31st, and S. 30th.) 4. There is absolutely no overflow parking access on 3 sides of the site due to a field, Fowler, and a land buffer between Buffalo Run—compressing pressure to the east and into Meadow Creek. 5. For pedestrian safety and access to the park, the city needs to ensure that the city park east of S. 30th (includes Meadow Creek + land from Buffalo Run and proposed Rocky Mountain Flats) is not surrounded by permanently parked cars. Children, runners, families, and dog walkers frequently cross the streets (Meah and S. 30th) to access the park. 6. The city also needs to guarantee the right of future residents and their guests to have safe, accessible, and available parking near their units. With Type C affordable housing incentives, let’s make sure our shift workers like firefighters and first-year nurses are able to arrive home safely after a shift to a guaranteed parking spot near their door. 7. The current Rocky Mountain Flats application includes 0.75% parking per unit. It is unconscionable to even consider a deficit in parking spaces before any city approval.
