HomeMy WebLinkAbout00 11 13 - CITY OF BOZEMAN ADVERTISEMENT FOR BIDS HDR Project No. 10438546 City of Bozeman January 2026 Bozeman WRF Solar Power Generation Project 100% FINAL DESIGN CITY OF BOZEMAN ADVERTISEMENT FOR BIDS 00 11 13 - 1 SECTION 00 11 13 CITY OF BOZEMAN ADVERTISEMENT FOR BIDS Notice is hereby given that the City of Bozeman, Montana, is accepting sealed bids for: BOZEMAN WATER RECLAMATION FACILITY (WRF) SOLAR POWER GENERATION PROJECT The OWNER will only be accepting online electronic bids through QuestCDN. Electronic plan download and electronic bidding can be completed through QuestCDN. Downloading the documents and becoming a plan holder for a fee of $22.00 is recommended as plan holder’s receive automatic notice of addenda, and bid updates. There will be an online bidding fee of $42. To access the electronic bid form, download the project documents and click the online bidding button at the top of the advertisement. For electronic bids, scans of required electronic bid documents will be accepted. Bids will be received by QuestCDN until 2:30 PM on Thursday, March 5, 2026. At that time, the bids will be opened and read publicly over a virtual video conference – a link to which will be distributed to all registered plan holders no later than 24 hours before the bid opening and will also be made available through the Project Listing on QuestCDN for the general public’s viewing access. (See “Obtaining the Bidding Documents” below). The proposed work under this contract includes constructing a complete solar power facility including but not limited to: inverters, pv panels, racking (including design), metering, weather station, data manager (master controller), provide electrical equipment, connections, conduit, wire, ductbanks, and appurtenances, provide no-export controls and shunt trip circuit breaker disconnect, provide all control panels, programming, and integration, provide HMI screens in ignition version 8.1.0. Information and Bidding Documents for the Project can be found at the following designated website: www.questcdn.com INPUT Quest CDN #: _10043108_ Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Bidding Documents may also be examined at the following locations: Builders Exchanges in Billings, MT; Bozeman, MT; Great Falls, MT; Helena, MT; and Missoula, MT. All Work shall be done according to the Bidding Documents. The issuing office for the bidding documents is: HDR Engineering, 2150 Analysis Drive, Suite A, Bozeman, MT 59718. An Optional and virtual Pre-Bid Conference will be held at 2:00 p.m. on February 24, 2026 on Microsoft Teams. Interested parties must request a Teams meeting invite to attend the Pre-Bid Conference by emailing elijah.molloy@hdrinc.com. Interested parties may visit the WRF by appointment only during the bidding period. Appointments may be scheduled by emailing Jkercher@bozeman.net. CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the DLI, PO Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling (406) 444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Gallatin County and the state of Montana. By entering a Bid the CONTRACTOR agrees that all hiring by CONTRACTOR of persons doing work on this project shall be on the basis of merit and qualifications. The CONTRACTOR will have a policy to provide equal employment opportunity in accordance with all applicable state and federal anti-discrimination laws, regulations, and contracts. The CONTRACTOR will not refuse employment to a person, bar a person from employment, or discriminate against a person in compensation or in a term, condition, or privilege of employment because of race, color, religion, creed, political ideas, sex, age, marital status, national origin, actual or perceived sexual orientation, gender identity, physical or mental disability, except when the reasonable demands of the position require an age, physical or mental disability, marital status or sex distinction. The CONTRACTOR shall be subject to and comply with Title VI of the Civil Rights Act of 1964; Section 140, Title 2, United States Code, and all regulations promulgated thereunder. CONTRACTOR represents it is, and for the term of this project will be, in compliance with the requirements of the Equal Pay Act of 1963 and Section 39-3-104, MCA (the Montana Equal Pay Act). Every entity submitting a Bid under this invitation must sign and return the required affirmation. CONTRACTOR must report to the City any violations of the Montana Equal Pay Act that CONTRACTOR has been found guilty of within 60 days of such finding for violations occurring during the term the construction agreement. CONTRACTOR shall require these nondiscrimination terms of its subcontractors providing services under the construction agreement. Each Bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the City of Bozeman, Montana, in an amount not less than ten percent (10%) of the total amount of the Bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful BIDDER(s) and certificates of that insurance shall be provided. No Bid may be withdrawn after the scheduled time for the public opening of bids. The City of Bozeman reserves the right to reject any or all proposals received, to waive informalities to postpone the award of the contract for a period not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the City of Bozeman. NON-DISCRIMINATION AND EQUAL PAY The City of Bozeman is an Equal Opportunity Employer. Discrimination in the performance of any agreement awarded under this bid on the basis of race, color, religion, creed, sex, age, marital status, national origin, or actual or perceived sexual orientation, gender identity or disability is prohibited. This prohibition shall apply to the hiring and treatment of the awarded entity’s employees and to all subcontracts. As such, each entity submitting under this notice shall include a provision wherein the submitting entity, or entities, affirms in writing it will not discriminate on the basis of race, color, religion, creed, sex, age, marital status, national origin, or because of actual or perceived sexual orientation, gender identity or disability and which also recognizes the eventual contract will contain a provision prohibiting discrimination as described above and that this prohibition on discrimination shall apply to the hiring and treatment of the submitting entity’s employees and to all subcontracts.
