Jan 27, 2026; 11:10 a.m. Dear City Commission: I am writing to ask the Commission to table voting on or to vote NO on Action Item I.1 - Authorize the City Manager to Sign a Professional Services Agreement with PORT Architecture and Urbanism, LLC for the Bozeman Creek Vision Plan until such time as the following two conditions are met: First: Increase Ecological Health is reinstated as a goal of the BCVP. This goal is clearlystated in Resolution 5626 and again on page 4 of the RFP: "II. PROJECT BACKGROUND AND DESCRIPTION The City Commission approved Resolution 5626 on August 6th, 2024 adopting the Bozeman Creek Vision Plan as a Commission priority to increase ecological health,provide better connectivity, celebrate natural heritage, promote economic development, and mitigate flood hazards within urbanized sections of Bozeman Creek within city limits." (mybolding) Note: In the detail memo for Action item I.1, Increase Ecological Health has been removed as a project goal. Instead, the only goals listed in the detail memo are (a) enhance floodmitigation efforts, (b) improve water quality, (c) Increase access and connectivity to parks & trails, (s) support economic development opportunities, and (d) strengthen communityconnection to a vital resource. and Second: The proposed consultants, Port Architecture and Urbanism LLC and its partner Rio ASE, must add a Riverine Aquatic Ecologist (Master's and/or PhD degrees w/ at least 5years experience) to their Bozeman Creek Vision Plan (BCVP) project team. In conclusion, it should go without saying that co-developing the BCVP with the Integrated Water Resources Plan and integrating the BCVP with the Gallatin Valley Sensitive LandsProtection Plan and focusing the BCVP on the ecological health (aka watershed function) of the entire Sourdough-Bozeman Creek watershed (headwaters to junction with the EastGallatin River) is the best way to minimize the need for the alternative—which is to spend millions of dollars engineering flood controls in Bozeman's downtown core.
