This "affordable housing" application makes no sense at all for the following reasons:
Location: It is located in the very southwestern end of Bozeman on a small, narrow road (Fowler) which
feeds into another narrow road (Stucky). Neither of these roads are suitable for the amount of traffic that
will be gernerated from a cramped development of this size. There is NO public transportation anywhere
near this development. It is not walkable to anything. There are no shops, churches or schools anywhere
in the vicinity. In addition, it is adjacent to farm land to its south and west. It is totally out of character with
the neigbors. This application is calling for 3/4 of a car space per unit! That's insane!! Remember: this is
NOT within walking distance to anything and there is NO public transportation in this area. NONE.
Number of living units: The developer wants to cram 296 units onto 10 acres, 6.37 acres net. These low-
income units will be adjacent to Buffalo Run, which is a higher end rental community. Buffalo Run has
237 units on 20 acres. It has several 3 story apartment buildings and the rest are two story townhouses.
Rocky Mountain Flats is incongruous in comparison. The developer of Rocky Mountain Flats wants 4 and
5 story buildings, in the middle of no where. It is also adjacent to Meadow Creek, a well established
community of mostly single-family homes. Rocky Mountain Flats is NOT compatible with Meadow Creek,
Buffalo Run or the other more rural neighbors. Also, this development will feed onto Meah Lane, another
narrow road which goes through Meadow Creek and doesn't lead to any large feeder street.
Financially: These "affordable housing" apartments will require substantial HOA fees to cover common
areas. Even if people can afford the mortgage, in time, as the elevators break down and the siding and
roofs need to be replaced, those folks with their limited incomes, won't be able to afford the monthly fees
and future assessments that will be necessary to maintain the property. This development is destined to
be a slum of the future.
While I understand the need for "affordable housing" in Bozeman, Rocky Mountain Flats doesn't pencil
out witth its location, cramped housing footprint on only 10 acres and its future maintenance
costs/assessments that will be extremely burdonsome to already financially strapped individuals and
families.
