Transportation Board. There will also be time in conjunction with each agenda item for public
comment relating to that item but you may only speak once per topic. Please note, the Board
cannot take action on any item which does not appear on the agenda. All persons addressing the
Board shall speak in a civil and courteous manner and members of the audience shall be respectful
of others. Please state your name, and state whether you are a resident of the city or a property
owner within the city in an audible tone of voice for the record and limit your comments to three
minutes.

RECOMMENDATION:Provide input to City Staff related to the Transportation Board's 2026-2027
Work Plan.
STRATEGIC PLAN:1.2 Community Engagement: Broaden and deepen engagement of the
community in city government, innovating methods for inviting input from
the community and stakeholders.
BACKGROUND:City Advisory Boards operate from a two-year work plan that are connected
to City Commission priorities. City Staff Liaisons to Advisory Boards are
responsible for compiling the work plan with support from each Board. The
intent of this work session is to gather Board input on work plan items. Staff
will utilize input from the Board in the development of the final work plan
that will be presented and further discussed at the February Board meeting.
Attached is a completeness review of the Transportation Board's 2024-2025
work plan and draft 2026-2027 work plan for the purposes of generating
ideas and discussion.

MEETING DATE:January 28, 2026

RECOMMENDATION:
I move to appoint BOARD MEMBER Chair of the Administrative Review Board for a
term to expire at the end of their term on Transportation Advisory Board. I move to
appoint BOARD MEMBER and BOARD MEMBER as members of the Administrative
Review Board for a term to expire at the end of their term on Transportation
Advisory Board. I move to appoint BOARD MEMBER and BOARD MEMBER as
ALTERNATES of the Administrative Review Board for a term to expire at the end of
their term on Transportation Advisory Board.
STRATEGIC PLAN:7.3 Best Practices, Creativity & Foresight: Utilize best practices, innovative
approaches, and constantly anticipate new directions and changes relevant
to the governance of the City. Be also adaptable and flexible with an
outward focus on the customer and an external understanding of the issues
as others may see them.
BACKGROUND:Administrative Review Board. The Administrative Review Board (ARB)
consists of
three (3) Parking Commissioners, appointed by a majority vote of the
Parking
Commission, to make a final determination when a citizen requests review of
a citation
appeal decision made by the Parking Program Manager. The terms of the
Parking
Commission serving on the ARB shall run commensurate with their term on
the
Transportation Advisory Board. The ARB shall keep minutes of all
proceedings, and
operate according to procedures established in the Bozeman Municipal
Code. The ARB
will establish a calendar for its meetings, to be publicly advertised, and
appoint a Chair
to lead meetings. In addition to appointing members to serve on the ARB,
the Parking
Commission shall appoint at least two other members to serve as alternates

on the
ARB. An alternate shall serve when a standing member of the ARB is unable
to attend
a meeting. The alternates have the same duties and authority as the
standing members
of the ARB.

MEETING DATE:January 28, 2026

RECOMMENDATION:Listen to and participate in the 2025 board ethics training.
STRATEGIC PLAN:7.1 Values-Driven Culture: Promote a values-driven organizational culture
that reinforces ethical behavior, exercises transparency and maintains the
community's trust.
BACKGROUND:The City Charter was approved by the citizens in 2006 and became effective
in 2008. According to Charter requirements, the City is required to establish
standards and guidelines for conduct and provide annual trainings for all
representatives of the City to avoid the use of their public position for
private benefit. Staff will provide ethics training to the Board with this
agenda item.
