HomeMy WebLinkAboutPlan of Action Process 2026 Study Commission 2026 Plan of Action On December 18, 2025, the City of Bozeman Study Commission approved the Study Plan 2026 to allow us to address areas that have been identified as possible changes to the current Charter for the City of Bozeman. The following is a summary to work through this process and be prepared to submit a report in mid-summer 2026. Required schedule: • May 15: Submit complete tentative report for legal review • May 28: Hold public hearing on tentative report • June 15: Public comment closes on tentative report • July 8: Adopt final report • August 10: Provide County Clerk & Recorder a ballot certificate As outlined in the Study Plan 2026, here are the dates to address possible changes in the Charter. Find further details on the Study Plan 2026. These are also supported by the Study Commissioner Survey. 1. January 15, 2026 a. City Commission (Article II) Learning session on: i. Size, terms, duties/roles/function ii. Mayor system (Section 2.03) iii. Other offices that could be elected 2. January 28, 2026 a. Discussion and decisions on changes to Section 2.03 b. Discussion and decisions and changes to city offices that could be elected vs hired 3. February 5 & 18, 2026 a. Discussion and decisions on changes to Article II (this gives us time to see the Commissioner survey results) b. Learning sessions on: i. City Mayor structure (Article III) ii. Mayor/City Manager relationship as executive function 4. March 5, 2026 a. Discussion and decisions on changes to Article III b. Discussion and decisions on Mayor/City Manager relationship as executive function 5. March 25, 2026 a. Learning session on elections by wards/districts 6. April 2, 2026 a. Learning session on neighborhood councils 7. April 15, 2026 a. Learning session on advisory board structure b. Learning session and discussion on how wards/districts, neighborhood councils and advisory boards provide community representation 8. April 24, 2026 a. Further discussion and learning from April 15, 2026 b. Possible vote on wards/districts, advisory board structure, and neighborhood councils 9. April 30, 2026 a. Final votes on possible votes on wards/districts, advisory board structure, and neighborhood councils b. Discussion of development of Tentative Draft Report 10. May 7, 2026 a. Discussion and input on Tentative Draft Report 11. May 13, 2026 a. Vote on Tentative Draft b. Develop distribution plan in preparation for May 28 public hearing 12. May 20, 2026 a. July 2, 2026 a. Adopt final report b. File no later than July 8, 2026 Basic outline for promotion: 1. Starting in January, there would be a weekly ad in the Bozeman Chronicle that would be in print and online with the January – July schedule. The topics would be posted so people who are interested could attend, watch live or asynchronously, send emails, call Study Commissioners or ask for presentations regarding the topic of interest. There would be plenty of notice. 2. During each meeting, Working Ventures would use the information to develop a handout to help the community understand. This would include the basic info for understanding, pros and cons, and examples from other Montana cities. The handout and the recording of the information session would be posted on the website. If needed, a short video will be developed and posted as well. 3. Working Ventures will develop a timely social media campaign and work with the marketing department of the City of Bozeman to post information about the topic.
