STRATEGIC PLAN:7.1 Values-Driven Culture: Promote a values-driven organizational culture
that reinforces ethical behavior, exercises transparency and maintains the
community's trust.
BACKGROUND:Per the City Charter and Bozeman Municipal Code, all representatives of the
city (including Advisory Board members) are required to follow the City's
Code of Ethics and must take an annual training on the topic. To fulfill this
requirement, staff will provide training for HPAB members at the January
21st meeting.

SUBJECT:Historic Preservation Project Update - Local Landmark Program and NCOD
Design Guidelines

STRATEGIC PLAN:1.2 Community Engagement: Broaden and deepen engagement of the
community in city government, innovating methods for inviting input from
the community and stakeholders.
BACKGROUND:The Community Development Department is in the process of two projects
centered on the historic preservation program. The first, the Local
Landmark Project, focuses on amending sections of the Bozeman Municipal
Code related to historic preservation and creating a new Local Landmark
nomination process. The Phase 1 Report, which was adopted by City
Commission in May 2025, included recommendations for these code
changes informed by research and public engagement. Phase 2 of the
project is now underway to draft the revised code, which will be shared in
portions by topic with HPAB for discussion and input.
The second project underway includes updating the Bozeman Guidelines for
Historic Preservation and the Neighborhood Conservation Overlay District
("NCOD Design Guidelines"). These guidelines were originally adopted in
2006 and had a minor update in 2015. This project will update the guidelines
to align with current best practices in historic preservation, respond to
community goals and values, and support the ongoing Local Landmark
Project. The Community Development Department hired the Lakota Group
to complete this work. The Lakota Group was selected as the best qualified
firm following a competitive procurement process. Lakota’s project team
includes highly qualified historic preservation, architecture, and planning
professionals and they have completed similar historic design guideline
updates for many other municipalities around the country. This contract was
approved by City Commission on October 28, 2025.
Staff will provide an update on both of these projects and an overview of the

anticipated upcoming schedule.
