Dear Bozeman City Commission:
Please consider adopting some or all of the following priorities for 2026-2027:
Update the Growth Policy, aka Bozeman Community Plan
Adopt a Neighborhood Conservation Overlay District (NCOD) with legal teeth
Adopt the Landmark program, and include a voluntary Heritage Tree Program
Adopt a Solar Access Ordinance
Adopt a Municipal Housing Authority to complement the AHO
Dedicate resources to ensuring the AHO and NCOD work together in a way that
respects all current and future neighborhoods and residents
Protect agriculture and irrigation channels as part of the East Gallatin River
watershed infrastructure
Hire urban ecology staff—independent of the Community Development Department—
to perform on-the-ground natural resources inventories of development and re-
development sites, with the purpose of protecting land, water, and air natural
resources before planning review.
Integrate the Bozeman Creek Vison Plan process, Integrated Water Resources Plan
process, and Sensitive Lands Protection Plan—with the overall goal of maximizing
the ecological functioning (aka watershed health) of the East Gallatin River
watershed (including aquifers) and maximizing the beneficial, non-consumptive
ecosystem services this watershed provides to the community as a whole
Ensure the Urban Forestry Management Plan update includes all of Bozeman's
urban forest (all public trees plus all private trees) and focuses on maximizing the
ecological functioning of and beneficial, non-consumptive ecosystem services the
urban forest provides to the community as a whole.
Thank you for the opportunity to comment.
Sincerely,Daniel Carty
